SUBMISSIONS REGARDING ELMSLEA ESTATE DEVELOPMENT
- Please Read carefully and copy and paste the sample
submission below into your Word Processing program, (or print out as is)
and send to council. Or if you prefer to compose your own letter, please
study the points made in the sample letter below first.
Closing date for submissions to Council is
11 October 2002
To all Bungendore and Elmslea Estate (Bungendore North) residents:
- this sample submission was drafted by the Bungendore Community Action
Group, local residents only concerned with getting the best development
for Bungendore.
- Yarrowlumla Shire Council recently exhibited the latest Concept Plan
and a Discussion Paper about the Elmslea East development at the Bungendore
Community Centre. (A copy of the latest Concept Plan map is displayed
in the FoodWorks Supermarket window).
- 11 October 2002 is the last day for Submissions to Yarrowlumla
Shire Council regarding the development. Please send in a submission–
this is probably your last chance to have any significant input
to the development.
- Your submission can be written as a letter of any length, as long
as it clearly states your views. Make sure you include your signature/name/address,
and ask others to do the same - there is no limit to the number
of signatories allowed.
- Send/deliver to: Mr RJ Morgan, General Manager,
Yarrowlumla Shire Council, 11 Farrer Place, Queanbeyan, NSW 2620. You
may wish to Register your post, or ask for a receipt if hand-delivered..
- If you want us to provide an independent check
of the number of submissions going to Council, please let us know that
you have put in a submission by simply sending a note to Bungendore@hotmail.com,
to the letterbox at the newsagency or to PO Box 325, Bungendore. Or
if you wish, send us a copy of your submission.

Dear Sir,
Submission to Yarrowlumla Shire Council in relation
to the Elmslea Estate development
v
The Elmslea Estate and the existing village of Bungendore
should be linked by a well-lit, well-maintained all-weather pedestrian/cycle
path. Such a link will contribute to a spirit of community by allowing
contact between people in a way that a vehicle link cannot.
v There
is NO demonstrated need for any new road link between the Elmslea Estate
and the existing village of Bungendore:
The Roads and Traffic Authority of NSW have stated in a letter (dated
9th September 2002): “The Ashby Drive junction with the Tarago
Road, which includes a sheltered right turn configuration, was designed
and constructed to provide safe access for the present and future residents
of Elmslea Estate (East).” In other words, no additional road is necessary.
v Council must clearly demonstrate to the satisfaction of the
local community that the quantity and quality of water is adequate to
for the needs of all local residents prior to approving each future stage
of the development.
v Council should confirm that no further development will take
place without written confirmation that there will be no adverse flooding
effect upon the existing village.
v
Should Council in the future be able to demonstrate clear
community support for (in contrast to the present significant opposition
to) a new road link between the Elmslea Estate and the existing village,
any new road should cross Turallo Creek adjacent to the railway line
and join onto the extreme eastern end of Turallo Terrace (ie at the Community
Centre). It should NOT cut the Common on the lines of Butmaroo
Street or Majara Street, since either course would totally ruin this valued
piece of public recreational land.

Council should confirm that the proposed public open
spaces of 11.7 hectares around Days Hill, and 5.2 hectares adjoining the
north side of Turallo Creek are guaranteed for the future, regardless
of the final extent of the development.
v
Council should make rain tanks
compulsory for all future house approvals in Elmslea Estate and the existing
village -this will reduce stormwater runoff (and hence pollutants) entering
Turallo Creek and also reduce demand on the groundwater supply.
v
Council should insist on grass-covered roadside gutters
instead of kerbing on all future streets in the Elmslea Estate: these
would reduce the amount of stormwater runoff and contaminants that will
otherwise end up in Turallo Creek, and would also reflect the character
of the existing village of Bungendore.
v
The proposed landscaped all-weather paths around the
northern and railway sides of Elmslea Estate and through the open space
areas adjacent to Turallo Creek should be put in place in the near future
(rather than when the development is “completed”).
