UNPF UNMO HQ ZAGREB

UNPROFOR without any doubts was one of the most complicated Missions in the history of the UN Peacekeeping. Actually it would be more accurate to speak about a combination of several interrelated Missions within one Mission area. At different stages it included up to four more or less independent Missions, i.e. UNPROFOR, UNPF, UNCRO, UNPREDEP. Then on the basis of all mentioned ones emerged UNTAES, UNMOP and UNMBIH. And just recently we have witnessed the appearance of one more UN Mission at Balkans - UNMIK in Kosovo.

At the period of my work in UNMO HQ it was a commanding and coordinating center of UNMO structure for UNPF (UNPROFOR - UNCRO-UNPREDEP). On the 24-hours basis information from all UNMO Sectors was accumulated in DO room assessed by COO and MIO branches and delivered to the top level Command as UNMO HQ daily SITREP. It was multinational body working in a good team spirit atmosphere.

There were many discussions on the role of UNMOs in the Mission. UNPF Command was a little bit skeptic on it. We were denied to communicate directly to UN NY on operational matters. I believe that was not right. UNMO structure should have a voice and to be one of the independent information source for the decision makers. What we faced in Zagreb was ordinary wish of a military Command to keep grasp on all information going out of the Mission to the top level.

 

 

 

 

UNPF UNMO HQ end of January 1996

 HQ regularly provided advanced training and experience sharing for UNMO Sectors HQs. Under the rapidly changing conditions it was a good way to keep Sectors on rails. At the same time it was good chance for SMOs and HQ officers to meet each other - to put something personal to the basis of operational cooperation in the field.
