AIR COMMAND AND STAFF COLLEGE

In the dynamic climate of today's global village, the Philippines belongs to what is perhaps the most dynamic economic region in the world - the ASEAN region.

This climate has spawned similar growth in terms of modernization of the armed forces of the region, not in the context of the decadent arms race, but of mutual security to promote further development in the region.

The Philippine Air Force is currently embarking on a modest modernization program among whose components - The Human Resources Development component is the most crucial element. It is in this context that the Air Command and Staff College, finds its role as "The Bastion of Human Resources Development in the Philippine Air Force."Air Command and Staff College Building, Villamor Air Base, Pasay City

HISTORY. The Air Command and Staff College traces its humble beginning on 09 March 1949, when its forerunner, the Air Force Officer School was first established. Since then, the school assumed the role of enhancing the professional growth of Air Force officers and in effect, was considered the premiere educational institution of the Philippine Air Force. Throughout the years, the school's status and structure was transformed in response to the changing defense requirements of the country. Most recently, the waning of the country's internal insurgency problem required the school to refocus on the PAF's original role of air defense. As such, its present structure and programs are designed to fulfill that requirement. The reorganization of the AFPCGSC to a Joint Service Command and Staff College (AFPJSCSC) resulted in the subsequent upgrading of the Air Force Officer School to a College on 15 March 1995. It is presently designated as the Air Command and Staff College.

 VISION. After recently celebrating its second anniversary as a college, the ACSC re-affirms its vision "of becoming a respected military educational institution known for its high quality standards, its commitment to human resource organizational development for the Philippine Air Force and the community, and as an international and regional resource center.

MISSION. For its mission, "The ACSC is the premier educational institution of the PAF dedicated to continuously develop and train professional officer-leaders for the armed forces."Class ongoing

EDUCATIONAL PHILOSOPHY. The ACSC recognizes the need for a continuing professional military education program that inculcates in the minds of the PAF officers the proper values and relevant expertise required to competently and confidently meets the rapidly changing and highly demanding operational environment.

OBJECTIVES. In order to accomplish its mission, the college has the following objectives: (1) To facilitate the personal development of the individual officer, his qualities of leadership, management abilities, sense of professionalism, and physical well-being; (2) To develop the officer's military competence in the realm of military planning and operations at the operational level; and (3) To broaden the officer's understanding of the nation, its economic, political, domestic and foreign goals and policies.Wargaming center

CURRICULAR OFFERINGS. The Air Command and General Staff Course (ACGSC) is taken by senior field grade officers from senior major to Lt. Colonel in preparation to handle command and staff positions in the PAF. The course is mandatory for promotion to full colonel and runs for seven months. Senior captains take the Squadron Officer Course (SOC) to equip them with the necessary leadership and management tools required to assume squadron commander and wing staff positions. This six-month course is a requirement for promotion to major. The Basic Air Force Officer Course (BAFOC) is a requirement for graduating Philippine Military Academy cadets slated to join the PAF and officers who were newly called to active duty to equip them with fundamental knowledge as junior officers and prepare them to assume squadron staff positions. It runs for three months and is a requirement for promotion to captain. The College also conducts allied courses, which reinforces the basic knowledge of PAF officers in specialized areas of study.
