APPOINTMENT INTO THE REGULAR FORCE IN THE COMMISSIONED OFFICERS GRADE

AUTHORITY: RA 291 as amended by RA 480 * 1608 and Executive Order Nr 237, s-57 as implemented by Cir 1, GHQ, AFP dtd 9 Jul 74:

Basic Requirements – Persons to qualify for appointment as officers pursuant to this Circular shall be:

Natural born citizen of the Philippines.

Of good moral character.

Physically qualified under existing regulations for active military service.

Within the age bracket prescribed by law as follows:

At least 21 years of age but not more than 26 on date of appointment for PA, PN, NC, MAC and PAF; except graduates of the Philippine Military Academy who will be appointed upon their graduation from the Academy.

Not less than 21 years or more than 26 years of age on date of appointment for PAFFS graduates.

At least 25 years of age or more than 35 on date of appointment for JAGS, DS, MC, CHS.

At least 23 years of age but not more than 42 on date of appointment in the Corps of Professors.

Disqualification for Appointment - No person of the following categories shall be appointed in the Regular Force:

Persons serving as an officer, EM, official, or employee in any other capacity in the government or Armed Forces of any foreign country.

Those who were convicted for offenses involving moral turpitude in military or civil courts.

Those separated from the government or civilian service:

Under dishonorable conditions.

- As a result of court-martial.

- As a result of admin proceedings.

For unsatisfactory services.

In lieu of court-martial or administrative proceedings.

Under any condition other than honorable.

Those who failed in AFPGCT and/or qualification tests as may hereafter be prescribed.

Any cadet, midshipmen, or aviation cadet who is discharged from the Philippine Military Academy, United States Coast Guard Academy, USMA, USNA or PAFFS prior to the completion of the prescribed course of instruction. Any cadet who is discharged for academic deficiency may, however, be appointed if qualified, after the members of his class have been graduated and duly appointed; provided further that one dismissed from the academy or flying school for hazing shall not thereafter be eligible for appointment.

Those who do not satisfy the physical and medical standards prescribed in the current AFP regulations.

Graduates of the Philippine Military Academy shall be appointed pursuant to para 76, Sec XII of AFPR 134-011 dtd 22 Mar 71, subject: PMA.

Graduates of US Service Academies shall appointed as 2^nd Lt/Ensign subject to the following:

- They shall be appointed on the same date as graduates of PMA class of the same year but maybe revoked if the graduation cadet is "turned back’ or discharged. He shall be considered to have reported for duty on the date he graduates and takes his oath without prejudice and subsequent readjustment in seniority based on his class standing.

- He shall be proportionately placed and inserted with the PMA class of the same year based on his class standing and relative size of his class.

Graduates of the Philippine Air Force Flying School shall be appointed as 2Lt effective on the date of graduation with relative seniority in the order of final standing as determined by PAFFS Academic Board and approved by the CS, AFP.

Appointment of persons other than the foregoing shall be subject to quota declared and appointed every year to the various Basic Branches of Service by:

- Reserve Officers (Active)

- Reserve officers (inactive)

- Graduates of Foreign OCS

- Honor graduates of local officer candidates/qualification courses.

- Enlisted men.

- Honor Advance ROTC graduates.

- Others with technical qualifications and meet the minimum requirements earlier stated.
