RECRUITMENT
PROCUREMENT, ADMISSION, TRAINING AND COMMISSION / CALL TO ACTIVE DUTY FOR OFFICER CANDIDATE SCHOOL
AUTHORITY: Ltr Dir Nr 55-90, GHQ, AFP dtd 18 Oct 90.
Admission Requirements
1. Age (reckoned from the convening date of the particular class):
Regular Commission - not less than 21and not more than 24 years old (civilian and military personnel)
Reserve Commission - not less than 21 and not more than 30 years old (military personnel).
2. Holder of at least a four-year (4) baccalaureate degree.
3. Height: Male 1.62 meters (64 inches) Female 1.57 meters (62 inches)
4. Recommended by the Major Service Commanders/Technical Service Chiefs for admission to particular OCS class.
5. Pass the Final screening at GHQ conducted by the Officer Candidate School Admission Board (AFPOCSAB).
6. Recommend by the AFPOCSAB and approved by CSAFP for admission.
7. Satisfy all other commission (regular or reserve) requirements prior to admission.
Screening Selection
1. The initial screening and selection candidates to OCS shall be the primary responsibility of the Major Service Commanders and Chiefs. Technical Svcs. A limited physical examination consisting of ECG, NP Screening, X-ray and Dental shall be conducted by the Maj/Tech Svcs on their candidates as part of the requirements for initial screening. Candidates as part of the requirements for initial screening. Candidates who fail this limited physical exam shall be immediately disqualified without prejudice to take for purpose of applying to the next class.
2. The Maj Svcs shall likewise require the necessary documents or prior clearance as references for Background Investigation, conduct own security background investigation on respective candidates and give clearance to qualified individuals. In the case of the Tech Svcs, they shall requests J2/ISAFP to conduct BI and provide clearance to respective candidates.
3. The quota for each Maj/Tech Svc shall be determined by OJI. The Maj/ Tech Svc Comdrs may, however recommend a number of applicants for final admission screening more than their quota.
4. The final screening and selection of candidates shall be done by this Hqs through the AFP OCS Admission Board (AFPOCSAB0 which shall submit its recommendation to CSAFP for approval. The final screening shall consist of the following:
a. Special Written Examination and Interview by the AFPOCSAB. Board requirements are as follows:
1) A copy of birth certificate duly notarized by the Maj Svc JAG/TJAG.
2) A copy of diploma duly notarized by the Maj Svc JAG/TJAG.
3) One Post-Card size (full body) photograph.
b. Complete Physical Examination to be conducted by the AFP Medical Board Nr 1 which shall be valid for a period of six (6) months. The PE shall likewise include a Physical Fitness Test (similar to that undertaken by PMA candidates) to be conducted by AFPTRACOM in coordination with the AFP Medical Board Nr 1.
c. J2 clearance
d. The AFPOCSAB shall recommend to CSAFP the candidates for admission in accordance with the pass the final screening but fall beyond the quota of the respective svcs shall be automatically considered for next OCS class, provided they are still qualified.
Training
1. AFPTRACOM shall conduct two (2) classes per year of twelve months duration training maximum number of candidates in accordance with the annual AFP Officer Procurement Program. One class shall be convened every first Monday of May and graduates April of the succeeding year. The second class open on the first Monday of October and graduates September of the succeeding year.
2. Successful completion of the academic and non-academic requirements of OCS shall be a requirement for commission/CAD.
3. Candidates shall undergo the Physical Examination as part of the non-academic requirement of the OCC to be conducted by the Camp Capinpin Station Hospital, AFPTRACOM not later than one (1) month prior to graduation to determine their Physical Profile set forth in the Standard for Physical Examination for regular or reserve commission. A candidate who fails this PE shall be declared failure in the course and shall not be recommended for commission/CAD.
Commission/CAD
1. The J2 Clearance of accepted candidates shall be valid for admission and commission purposes, unless, there are derogatory information on the candidates or he/she is found to have willfully participated on unlawful activities detrimental to good order and the svc as determined by competent authorities
2. Candidates who successfully pass the course shall, after complying with the requirements for commission/CAD, be commissioned and CAD in the Reg or Res Forces, AFP effective on their graduation day.
Procedure
1. Procurement and Screening
a. TAG formally announces and directs the Maj/Tech Svcs to start the procurement and screening of candidates for the incoming OCC class not later than six (6) months before the convening date.
b. The Maj/Tech Svcs shall undertake the procurement and initial screening of prospective officer candidates. In addition to all other requirements for commission, the candidate must satisfy the requirements for admission enumerated in para 3a.
c. Maj/Tech Svcs request TAG to administer AFPGCT to respective applicants for the OCS.
d. TAG administers AFPGCT to candidates and submits results to the Maj/Tech Svcs.
e. Maj and Tech Svcs conduct pre-screening and preliminary interview for those applicants who garner AFPGCT score of 110 or more. Likewise, they shall conduct service, peculiar written and oral examinations to respective applicants. A limited Physical Examination shall be undertaken by the candidates in respective Maj Svc Stn Hosps or the GHQ Disp in the case of applicants for the Tech Svcs.
f. Maj Tech Svcs recommend to this Hqs (Attn; TAG) respective applicants who qualify in their initial screening.
g. TAG endorses recommendations to the AFPOCSAB for deliberation and final screening.
h. AFPOCSAB administers special written examinations and conducts oral interview to applicants.
i. Applicants who pass the AFPOCSAB special written examination and oral interviews will be required to undergo the Physical Exam and Physical Fitness Test with AFP Medical Board N r 1 and shall be cleared by J2. The detail from AFPTRACOM which will conduct the APT test shall likewise be charged with supervising the candidates and coordinating with AFPMC to ensure that their Physical Exam is finished in time.
j. AFPOCSAB (through TAG) shall publish the names of those applicants who will be admitted in a national print media NLT one (1) month before convening date directing them to report to OTAG for instructions.
2. Admission
a. Applicants whose admission is approved by CSAFP shall appointed as P2LTs/Pens.
b. CAD orders as P2LTs will be published by TAG, GHQ further placing the candidates on DS with OCS, AFPTRACOM to undergo the course.
c. Successful candidates shall take their oath as new members of the AFP at GHQ in formal ceremonies prior to their movement to Camp Capinpin.
3. Training
a. All administrative, logistical and other training requirements such as pay and allowances , CCIE, ICA and others shall be made available on hand at AFPTRACOM by the Maj Svcs command/units and Staff concerned prior to the convening of the course in accordance with GHQ Cir Nr 5 dtd 8 Feb 90. Subj: Amendments of Cir Nr 3, s-88. Authorized Clothing Allowance of Military Personnel, Reservists and Members of Paramilitary Forces and other relevant regulations.
b. The Officers Candidate School, AFPTRACOM shall ensure that the course objectives are attained in accordance with the prescribed POI and that all academic requirements/portions of the course shall have been completed one (1) month prior to graduation.
c. The last one (1) month of the course shall be devoted to completion of non-academic course requirements to include administrative out processing and processing of commission paper.
4. Commission
a. Camp Capinpin Station Hospital, AFPTRACOM shall conduct the Physical Exam of candidates for commission/CAD. This examination shall be done any time after the candidates have completed six (6) training months but not later than one (1) month before graduation. The physical exam for commission/CAD shall be part of the non-academic requirements of the Program of Instructions (POI) of OCC, hence failure is said PE shall be ground for failure in the Officer Candidate Crse.
b. Comdr, AFPRACOM shall submit to this Hqs (Attn; J-1) NLT one (1) month prior to graduation a roster of Prospective candidates for graduation of a particular OC Course arranged in alphabetical and by maj svc for purposes of commission.
c. The J2 clearance issue to officer Candidates prior to admission shall still be valid for commission/CAD unless a candidate has committed an act or acts inimical to good order and the svc.
d. J1 determines those qualified for reg and res commission and endorses same to TAG who processes their papers (including PE results for commission/CAD and J2 clearance) ensures that those are complete and in order.
e. TAG recommends/forwards recommendations for commission/CAD to higher authorities.
f. The Seniority for both prospective reg and res officers shall be in accordance with their final standing in the order of merit submitted by AFPTRACOM.
g. Only candidates who successfully finished the course shall be commissioned and CAD and take their oath as commissioned officers on the date of their graduation after which they shall be assigned to their respective services for duty or academic break as may determined by their Maj Svc Comdr/Tech Svc Chief.
