Here is a very simple voltage doubler circuit. Several can be connected together to create very high voltages from line voltage. For more information on this check out Jochen's High Voltage Page, as he has even provided a printed circuit board pattern. The voltage obtained with this circuit is the peak-to-peak voltage of the input.
