The two-seat kit helicopter now known as the Safari had its origins in a single-seat design of the 1950s, the Helicom, privately built by the Emigh family. A number of these small aircraft were built into the 1970s, using parts and support provided by Canadian Home Rotors.
In 1970 the rights to the Emigh designs were sold to International Helicopters of Mayville, New York. They continued development of the designs as the Commuter II. In 1979 a Commuter IIB was bought by the company president of Canadian Home Rotors Inc. of Ontario, Canada. When ownership of International Helicopters changed to Tamarind International, that company went out of business after just over a year. International Helicopters owners approached CHRI's president for parts. CHRI began the task of providing for these needs, incorporating in 1986. Their version of the design made its debut in 1992.

The new aircraft had the distinctive bubble canopy and framework tail boom of the Bell 47, and was initially known as the Baby Belle, a name still applied by some enthusiasts for what is now marketed as the Safari, to avoid conflict with the Bell helicopters' name. The company endeavours to provide a safe, reliable and well engineered product for an affordable price.
