Communist Leaders Watch War Games

One degree of President Clinton

Communist China has been holding what they call their biggest most massive war games since 1964. Their mouthpiece newspaper in Hong Kong, the Wen Wei Po ran an article about it on the 14th to explain the Chinese communist thoughts behind these games and their ideas in general.

All their big leaders are shown to be attending these big important war games. The Wen Wei Po published the picture above of the usual suspects. From left they are, General Zhang Wannian, Jiang Zemin, Hu Jintao and General Chi Haotian.

This overt public display of their supposed resolve coincides with the release of yet another "White Paper" threatening Taiwan and just about anyone else who might cross them.

One funny aspect of this is that Clinton has met with all the big wig war mongers shown off in front of the Chinese and international media, except for Hu Jintao, who is being marked as Jiang's heir apparent.

Here is Clinton with the top communist General, Chi Haotian, at the White House a few years back.

General Chi's most recent miliary operation was in leading the 1989 attack on the unarmed citizens of Beijing. Chi's incredible prowess at military affairs was confimred with that dangerous slaughter of unarmed civilians in the streets of Beijing.

And here is our President at the White House a couple years ago with General Zhang Wannian.

General Zhang, shortly after this meeting with Clinton, was reported to be stepping down to private life in the wake of a corrption scandal. Yet, he magically reappeared and nary a word was ever again mentioned about his planned 1998 retirement.

General Zhang, it would seem, had even better stuff on whomever was trying to force him out. He won that lttle power struggle.

And here is Mr Clinton with Jiang Zemin at the White House only a scant three years ago.

What a difference three years can make! The above picture was taken from their 1997 ill-fated pilot for the Jiang-Clinton Strategic Partnership Comedy Hour.

The show went in to production, but never made it to prime time.

Making preparations for solution of Taiwan question by military means

New equipment and new methods of operation emerging

The People's Liberation Army is concentrating on fighting a full-fledged modern high-tech war, an unidentified military expert has said in an interview by a Hong Kong newspaper. He said that the present four-day joint exercise of the army, navy and air force is the largest military exercise since 1964. He added details of the scope of combat, which includes resolving local and full-fledged wars. He also said the drills meet China's present military needs: "complete reunification of the motherland cannot be put off indefinitely and would have to be resolved by military means when necessary".

Beijing, 13th October - A large-scale army-wide joint exercise of the PLA [People's Liberation Army] was kicked off in full today [13th October]. The four-day drills are taking place simultaneously at four different locations. When interviewed by our reporter, a military expert here said that the subjects and actual effects of the drills show that the PLA has the ability to resolve local wars and is focusing its attention on fighting a full-fledged modern high-tech war.

This is the largest exercise since the "large-scale contest of military skills" in 1964. It will fully demonstrate the achievements of high-tech military training in the whole army, including field training, on-line contests and theoretical exchanges. These will take place simultaneously during the four-day exercise. Although it only has the participation of a little more than 10,000 troops, these high-tech drills involve all military regions and all arms and services of the PLA. The units participating in the drills include air defence units, strategic missile troops, naval forces, rapid-response forces, amphibian armoured units, digital artillery forces, special armed forces, the marines and airborne troops.

This military expert noticed that the means of combat employed in the drills include landing and counter-landing, strike and counter-strike, airborne landing and counter-airborne landing, jamming and anti-jamming, offensive strikes such as missile attacks, submarine attacks, airborne assaults and rush landing at beaches, as well as defensive items such as "three strikes and three defences" (striking at stealth planes, cruise missiles and helicopter gunships and defences against precision targeting, electronic interference and surveillance). The scope of combat includes both local and full-fledged wars. Experts say that all drills are meant for actual combat, and the above-mentioned drills meet China's present military needs.

According to this expert, the duty of the Chinese PLA is to safeguard national security and defend the unity of the motherland. Since China is not completely unified, we must be prepared for a military solution to the question. The world is not at peace either, which means that we must have a sense of crisis. We must have the ability to resolve local wars strategically and tactically. On the other hand, we must also be prepared to deal with a full-fledged war under modern high-tech conditions.

The PLA conducted a military exercise on a similar scale in 1964. In the 1960s, the Kuomintang, which was entrenched on the island of Taiwan, was clamouring about making a "counterattack against the mainland". At that time, the PLA carried out a large-scale military training exercise with emphasis on technical training while vigorously grasping basic training. Border defence and coastal defence troops underwent adaptive training under emergency situations. The military expert noted that while the policy of training for the border and coastal defence troops was mainly a defensive one at that time, there is now a change in strategy and tactics for the solution of local wars in today's high-tech military exercise after nearly 40 years.

On the timing of this military exercise, the military expert said that fundamentally speaking, the complete reunification of the motherland cannot be put off indefinitely and would have to be resolved by military means when necessary. On the other hand, we must also be prepared to safeguard national security. Efforts must be made to increase our vigilance and enhance our combat effectiveness through military drills. Moreover, after going through three years of high-tech training, it was high time that various PLA troops should meet to compare notes.

It was in 1991 when the PLA had its last large-scale military exercise and Chairman Jiang Zemin went to the Beijing Military Region to view the show of military training achievements. That was nine years ago. The one before that was in 1979, when Deng Xiaoping reviewed the show of military achievements. That was already 19 years ago. The military expert held that it is necessary for troops to have a large-scale military exercise once every couple of years in times of peace.

According to observers, the primary location of the exercise is in a Beijing suburb while the other sites are in Inner Mongolia, the Bohai Sea and Northeast China. Many new equipment, new technologies and new methods of operation are shown. People are fascinated by the new displays of camouflage, dummy works, countermeasures, concealment, light absorbency and interference devices, infrared rays and smokescreens. However, as disclosed by informed sources, many of the latest arms and equipment are not used in the exercise.

It is understood that the troops will continue their all-round follow-up training after the four-day joint exercise, and that the successful experience of this exercise will be written into the training programme and regulations and be enforced in future training and actual combat.
