After the WW II, along with the foundation of the United Nations, International Community started the construction of a new mechanism aimed at preventing or localization of war conflicts, their settlement and restoration of peace and stability in the crisis areas.

Chapters 6 and 7 of the UN Chart constitute the principal bases for the very idea of PEACEKEEPING.

 

For the recent half a century UN made a lot of efforts to modernize the techniques of the PEACEKEEPING, however, just few of the undertaken Peacekeeping operations could be considered as successful ones.

There are principal issues calling for urgent decisions. Without solving them it will be impossible to gain a positive result in present and future PKOs.

Unfortunately "voices from the field" are rarely heard by decision-makers. Nevertheless I have strong belief that an open public discussion among experienced professionals could provide a sound ground for the problem. I dare to list some of the key (from my point of view) issues to be discussed. I will put an initial statement on them and would be very interested to hear your opinions. At the same time I will be grateful for any additions and proposals, regarding topics for discussion.
