According to the UN Charter of Human Rights, freedom and independent is basic human right. National self-determination rights are also fundamental and collective human rights. The occupation of Assam by colonial India, is directly the denial of the basic human rights and so is the breech of the UN Charter. India is continuing the rape,arson, torture, and above all the genocide in Assam by deploying occupation forces to continue their occupation ignoring all humanitarian appeal of the world community .  Assam. :Regional aspect: We understand that the foremost among the problems of this Region(Assam; -Nagaland, Monipur, Maghalay, Arunachal, Mizuram, and Tripura) is the Indian colonial occupation, it is a historical fact.
   
Entire peoples of this region are confronting together with this common problem and should seek together for its solution. Because occupation means denying its peoples, the fundamental human rights of FREEDOM and INDEPENDENCE. Therefore, ULFA agrees to work in a common front of this Region and to fight against the common enemy; also we have a desire to form a union of all sovereign Independent State of this region.

International Aspect: India is not only occupying and exploiting our Region but also they colonized Punjab, Kashmir, Shikim and Kamatapur of North Bengal. Even India exploits and represses the general peoples of India. These all exploited peoples are now fighting on against their present ruling class with all possible means. On the other hand, India wants to impose their chauvinist supremacy over the Indian sub-continent or Asia through some cunning policy-We, the ULFA agree to work with these armed struggling forces against the immediate enemy rearing the principle "Enemies enemy is our friend".
