The Magic Suicide Note(File #X307B) Updated 02-20-1998

One of the most mysterious things about the Vince Foster case is the suicide note. Shortly after Vince Foster's body was found Whitehouse staff ransaked his office and purged it of information which is still being requested by investigators. Some of the information thought to be in Vince Foster's office included the now famous Rose Law Firm billing records that were mysteriously found in the private floor of the Whitehouse (another topic worthy of an X-file).

While the office was being "secured" two days after the suicide, before law enforcement was allowed to search for evidence, a briefcase was searched by White House Counsel Bernard Nussbaum, turned upside down, and found empty. Four days later a suicide note, torn into several pieces, was found in that very same briefcase. Here's the text:

"I made mistakes from ignorance, inexperience and overwork. I did not knowingly violate any law or standard of conduct. No one in the White House, to my knowledge, violated any law or standard of conduct, including any action in the travel office. There was no intent to benefit any individual or specific group. The FBI lied in their report to the AG. The press is covering up the illegal benefits they received from the travel staff. The GOP has lied and misrepresented its knowledge and role and covered up a prior investigation. The Ushers Office plotted to have excessive costs incurred, taking advantage of Kaki and HRC. The public will never believe the innocence of the Clintons and their loyal staff. The WSJ editors lie without consequence. I was not meant for the job or the spotlight of public life in Washington. Here ruining people is considered sport."

Interestingly, the portion of the note which would contain the signature was missing. I wouldn't be overly concerned by the lack of a signature piece because the lack of any fingerprints on the note is of greater concern. How do you tear up a note and not leave a fingerprint on it? We also know there are plenty of shredders available to the Whitehouse, why tear it up anyhow?

The Park Police and FBI both violated protocol when authenticating the note by not comparing the note with the number of documents usually reviewed. A larger group of materials provides more data with which to compare handwriting characteristics. The Park Police used only one piece of information while the FBI used three. Federal Guidelines requrie four sources.

Concerned about these variances from the normal procedures and the unusual circumstances surrounding the body, the editor of the Strategic Investment newsletter, James Davidson, contracted a group of handwriting analysts to examine the Foster suicide note. It was unanimously concluded that the note was a forgery. Here is data from the report:

Certified Questioned Document Examiner with the American Board of Forensic Examiners said the following: "It is not possible to state that the questioned document was written by Vincent Foster. The document appears to be a simulation of Foster's writing resulting in an unsuccessful attempt to produce a credible forgery." He also indicated that this did not fit the pattern of suicide notes: "It makes no mention of intentional harm to oneself, There is no signature and no date. Significantly, there is no mention of characteristic statements of departure for loved ones, the putting of affairs in order, or a motive for suicide."

An Oxford professor and expert in handwriting agreed the note was a forgery. He reported: "The writer of Q1 (The Note) is aware of this habit but he fails to match Foster's usage or elegance. The incidence of arched n in the first eight lines of Q1 is much higher than in the control documents. It is characteristic of a forger that the writer of Q1 gets better at imitating this habit as he or she goes along."

A Board Certified Handwriting Examiner and Forensic Examiner reviewed the materials and reported: "The handwriting/handprinting on the questioned document was not written/printed by Vincent W. Foster ... there are sufficient factors of dissimilarity in the handwriting/handprinting ... to indicate they were written/printed by two different people."

The weirdness surrounding this, and other aspects of the Foster Death, are too numerous to discount. More details surrounding this case are sure to follow and I doubt that we have heard the end of this.
