DNC Fundraising and China (File #X701a) Updated 08-27-1998

In 1996, the DNC received millions of dollars in questionable contributions. Most of the donations came from individuals in the Far East. The DNC received approximately $122 million in soft money for the 1996 campaign. Over $3 million was returned when it was made public that the money had been illegally contributed to the DNC. This included $253,000 from a Thai businessman, $450,000 from an Indonesian couple, and $10,000 from the Hai Lai Buddhist Temple in Los Angeles. John Huang, a former employee in the Department of Commerce and a California resident, helped generate $52,000 from four Asian-American donors. This was when he was in the capacity of vice chair for finance in the DNC. On at least three occasions, the DNC mentioned Huang's wife, Jane, as the "solicitor," even though she had no involvement in fundraising. Johnny Chuen, an American living in California, donated $366,000 to the DNC, and he was rewarded with 49 White House visits.

Shortly after the election the Clinton Administration authorized the transfer of a closed naval base to the Chinese Government. This has been challenged in court for numerous reasons, not the least of which is that Communist Chinese ownership of a U.S. naval base on Pacific Coast of the United States of America poses a national security threat - something that the Clinton Administration either didn't consider or aren't concerned about.

Additionally, transfer of American missle technology to the Chinese through American firms has been documented and is under investigation. The technology allows missles to be more accurately targeted. In response to the threat that China poses to them, India (another U.S. advesary) has begun testing nuclear weapons in order to send a message to China. India's neighbor Pakistan (a former U.S. allied country), feeling threatened by India's nuclear testing, began testing nuclear weapons itself. President Clinton's response to these events was to speak loudly and strongly against Pakistan's nuclear testing!

It can be argued that the conspiracy of Chinese Money infiltration into the DNC and Clinton campaigns has resulted in a complete undermining of stability in a region that has been only moderately stable.

Finally it is questionable if this is illegal - but certainly undesirable - the White House offered various perks to big donors. For $12,500, one could have dinner and a picture with the President at a Washington hotel. 103 donors contributed $50,000 which enabled them to have coffee with Clinton and high level officials at the White House. And for $250,000, a donor would be the President's guest for an entire day at the White House. This included swimming, tennis, bowling, barbecuing, touring the Oval Office, and watching "Independence Day." And a higher contribution enabled a donor to stay overnight in the Lincoln bedroom.

Although there is no direct evidence that money was transferred to the Clinton Campaign with a specific agreement that there would be military technology transfer it certainly appears that the Communist Chinese investment in the Clinton Campaign and the DNC has proven to be a great investment for them.

Whether it's ever proven to be criminal or not, the events leading to this point certainly give the appearance of posing a severe threat to this nation. Further investigation is certainly warranted.
