A Tornado, Car, Money, and Death (File #X703A) Updated 03-28-1998

El Nino had an unexpected early effect on Washington when a tornado struck a a car in an Arkansas junkyard. The owner opened the trunk of the damaged car while reviewing the damage caused by the torando and uncovered boxes of Whitewater documents. On top of the stack was a check made to Bill Clinton for $20,000 from Madison Guaranty Savings and Loan. Madison Guaranty Savings and Loan was owned by Clinton's former business partners Susan and James McDougal until it failed and was bailed out by the Federal Government. James Mcdougal was sentenced to prison for fraud, where he died while in individual confinement. Susan Mcdougal is currently in jail for contempt of court due to a failure to answer a question which would either prove herself or the President a purjeror.

This is of particular concern to investigators because President Clinton swore under oath that he `... never borrowed any money from the Mcdougals' bank. Although the check was never specifically endorsed by Clinton, witnesses suggest that the proceeds may have been deposited in one of the Arkansas banks the Clintons did business with. It is not uncommon for banks to deposit unendorsed checks into accounts. One person who saw the check indicated that it was stamped for deposit with two banks: Madison Bank & Trust and Union National Bank, banks where the Clintons and Mcdougals had Whitewater related loans. The deposit transaction acts as a necessary audit of where the money went.

How those records made it to the junkyard is another interesting fact. The records were, supposedly, being taken to a warehouse by Henry Floyd, a Madison employee. The car developed difficulty and was towed to the shop. Mr. Floyd never went back for the vehicle. Mr. Floyd stated: "I kind of lost interest in the car and never picked it up, I just forgot the Madison documents were in the trunk. What makes this very interesting is that the automobile, with 55,000 miles on it had been purchased for him by James Mcdougal's mother!

The junkyard owner who found the documents was, needless to say, stunned. He stated "There were cashier's checks just lying there. I came to one that has Bill Clinton's name on it; I saw Mcdougal's name, Jim Guy Tucker's name ...". Tucker succeeded Clinton as the governor of Arkansas and resigned after being convicted of fraud and conspiracy in the Whitewater affair (See X-FILE X301A).

Yet another death is related to this event. The owner of the junk yard died in March of 1998, almost exactly a year after finding the check and other documents in the back of the car.
