PREAMBLE
We, Cameroon Muslim students;
In conformity to verse 10 of surat 49 of the holy Qur'an, in virtue
of the constitutional secularity of our country, for the liberty of
Associations which is gauranteed by the law n°90/053 of 19 December
1990;
Placed under the total protection of God and deeply aware of the imperials
necessarity of the national integration of all the Muslim students
in Cameroon;
Considering that Islam is a religion of unity, that Islamic principles
of fraternity and of solidarity are the cardinal Virtues, haven of
peace, progress and stability of all integrated society;
Bearing in mind that for the harmony of every socio cultural development
of all society, the religious has to reconcile with the secular;
Baring in mind;
Knowing too that the double burden of acquiring and popularising knowledge
lies on every Muslim believer;
And that the lack of adequate structures constitutes a barrier for
the realisation of these noble objectives;
HAVE DELIBERATELY DECIDED
That henceforth, we constitute an association named the ''CAMEROON
MUSLIM STUDENTS' UNION'' abbreviated CAMSU.
Determined to work on the path of God in order to set our spiritual
development, promote the spirit of fraternity, of solidarity and spiritual
Islamic education in the strict respect of the laws of the republic;
We declare ourselves ready to cooperate with all the national and
international organisations willing to converge towards the same objectives
as those of the CAMSU and we expressly consent the following;
PART 1: THE GENERAL DISPOSITIONS
CHAPTER 1: CREATION, DENOMINATION, DURATION
AND THE MOTTO
ARTICLE 1:
An apolitical and non profit making association named ''CAMEROON MUSLIM
STUDENTS'UNION'' abbreviated CAMSU has been founded by the Muslim
students in Cameroon
ARTICLE 2:
The head office of CAMSU is in Yaounde. It could be transferred to
any other place of the national territory by the decision of the congress.
ARTICLE 3:
The duration of CAMSU is unlimited
ARTICLE 4:
The Motto of CAMSU is: FAITH, KNOWLEDGE, SUCCESS
CHAPTER 2: THE OBJECTIVES AND THE MEANS
ARTICLE 5:
The objectives of the CAMSU are notably:
- reinforce the spirit of fraternity and solidarity among students;
- encourage the quest for knowledge and its propagation;
- promote good Islamic morals within and without the Campus ;
- to train and supervise students in Lycees and colleges
ARTICLE 6:
To achieve these objectives, CAMSU acts notably by the promotion of
cultural activities and social actions in conformity to the principles
of Islam:
- participate in symposiums, national and international conferences,
- All the processes towards information on the Muslim culture, Organisation
of meetings, workshops, seminars, radio and television broadcasting,
articles or brochures, publications, Islamic journal of information,
holiday camps, etc…
- Organisations of Islamic and Arabic language classes in the various
establishments
CHAPTER III: THE QUALITY OF MEMBERS
ARTICLE 7:
1- CAMSU comprises 3 categories of members:
§ active members
§ adherent members
§ honorary members
a) Is an active member, each and every student, member of the executive
bureau or having any post of responsibility in the structure.
b) Are adherent members, all Muslim students behind the objectives
of CAMSU and who pay their annual contributions while giving their
moral and intellectual contributions for the realisation of the said
objectives.
c) Are honorary members, all physical moral Muslim persons susceptible
to render notable services to the CAMSU

a) The quality of membership is gotten by obtaining the membership
card.
b) It is lost:
o by death;
o by resignation
o by dismissal pronounced by the congress.
3- Any person who loses his membership quality could not hope for
any reimbursement of his annual contribution, adhesion fees, or any
gift awarded to the union, no matter the circumstances.
4- However, with respect to the paragraph 2,b) the loss of the status
of student does not lead to the loss of membership
PART II: THE ORGANISATION AND FUNCTIONING
CHAPTER 1: THE ORGANISATION
The Organs of the CAMSU are:
- the Congress
- the National Office
- the National Shourah
- the Regions
ARTICLE 8:
The congress is the supreme organ of the union and made up of the
regional delegates and the members of the national office
ARTICLE 9:
The national office is made up of:
- A President,
- A National Vice Président
- The National Secretary General
- The 1st assistant Secretary General
- The 2nd assistant Secretary General
- The Director of Economic and Financial Affairs
- The Director of Education and Predication
- The Director of the Judicial Affairs, Discipline and Control
- The Director of Investments and Social Affairs
- The Director of Communication, culture and New Technologies
- The Director of Sports and the Health
- The Director in Charge of Material and Statistics
- The Director of Women Affairs
ARTICLE 10:
The National Shourah is exclusively made up of all the regional presidents
ARTICLE 11:
Paragraph 1- The regional office is made up of:
· a regional president,
· a Vice Predisent,
· A Secretary General
· An Assistant Secretary General
· A Treasurer
· Two Financial Secretaries
· An Officer in charge of Communication
· An Officer in charge of Investments and Statistics
· An Officer in charge of Education and Predication
· A Division in charge of Women Affairs
However, the Regional President could create other posts of responsibilities
in the domains he think necessary for the well being of the Union
at the regional level.
Paragraph 2- Delimitation of the regions.
a) The region of Ngaoundere covering the Adamawa, North and Extreme-North
provinces
b) The region of Yaounde I covering the Center and South provinces
c) The region of Yaounde II covering all the Mefou and Afamba Division
in the Center and all the Eastern province
d) The Region of Douala covering the Littoral province
e) The Region of Bamenda covering the North-West province
f) The region of Buea covering the South province
g) The region of Dschang covering the entire West province
CHAPTER II: FUNCTIONING
ARTICLE 13: THE CONGRESS
1) The congress of CAMSU meets once annually in an ordinary session
on convocation of either the National President or the interim national
president
However, an extraordinary session could be convocated respectively
by the National President or on demand of 2/3 of the Regional Presidents.
2) The congress:
· votes and arranges the budget,
· adopts the constitution ,
· approves the general policies of the meetings of the national
office,
· fixes the rate of contribution of members,
· approves the appointment of the Amir, and if not approved,
the Shourah meets immediately for a second time to appoint another
Amir different from the one disapproved
ARTICLE 14: THE NATIONAL OFFICE
Paragraph 1- Its attributions
o Coordinate the activities of the regions
o Execute the budget
o Represent the Union where ever need arises
o Apply the orientations defined by the congress
o Organise the congress and other seatings of national and/or international
scale
Paragraph 2- The National President
a) The National President is appointed by the National Shourah for
a mandate of 2 Years, renewable once .
b) He assumes office right from the moment he takes oath in Islamic
faith before the congress .
c) Conditions of eligibility:
The candidate for the National presidency must :
q be a Cameroonian student regularly registered in at least the second
year in one of the university institutions in Cameroon.
q Reside in the region of the seat of the CAMSU .
q Fulfil the Islamic conditions for the eligibility of an Amir.
q Be in full possession of acceptable Islamic moral qualities.
q Be available and Islamically integrated
d) The National President appoints and dismisses all the other members
of the national office.
e) He negotiates cooperations with other national and international
associations subject to the respect of the right of approval of the
National office
f) He sees to it that the status is respected and the objective are
realised
g) The functions of the National president are incompatible with all
the functions susceptible to the designation of CAMSU
h) In case there is a temporal hitch of the National president, the
Vice National President or any other member of the National office
receives an express delegation of powers and exercises the regular
functions passed on to him
i) In case of the vacancy of the National President caused by death,
resignation, permanent physical and/or mental incapacity, likely to
affect the smooth running of the association or by a definite hitch
duly noticed by the Shourah, the powers of the National President
are automatically exercised by the Vice President and if the later
is hitched too, by the Secretary General until the next congress.
j) The interim national President, the substitute of the National
President temporary hitched, can modify neither status , the internal
regulation, nor the constitutions of the office. However the interim
national President can summon the congress in an ordinary session
Paragraph 3- The functioning modalities and the attributions of the
members of the national office shall be defined by the internal regulation
ARTICLE 15: THE REGIONAL GENERAL ASSEMBLY
Paragraph 1- the General Assembly is the supreme organ of the Union
at the regional level. It appoints the regional delegates who would
participate in the congress.
It gives a verdict on all problems and projects of regional character
and is headed by the regional President who has to give an account
of the decisions to the National bureau
Paragraph 2- the Regional Assembly holds twice annually in ordaniry
session on summon by the Regional President. It can equally meet in
extraordinary sessions on summon by the President or 2/3 of the members
of the regional office
Paragraph 3- For fear of invalidity, the decision taken by the regional
general Assembly must be in conformity to the status as well as all
the dispositions of the regional internal regulation
ARTICLE 16: THE REGIONAL OFFICE
Paragraph 1- The Regional Office is the managing organ of the Union
at the regional level. It applies the orientations of the Union in
strict collaboration with the national office to which it has to give
spontaneous or periodic accounts. It conceives activities generating
funds for the functioning of the Union at the level of the region
and pays a certain percentage of these financial entries, fixed by
the congress and expressly noted in the national internal regulation,
to the national office which in compensation elaborates the policy
of distribution of revenues and investments.
Paragraph 2- The regional office assures and supervises the Islamic
cultural activities within the college and university campuses of
the region.
Paragraph 3- The Regional President is appointed by the Shourah of
the Regional Assembly. He must absolutely be a Muslim university student
regularly registered in any university in Cameroon.
ARTICLE 17: THE ATTRIBUTIONS OF THE SHOURAH
The National Shourah appoints the National President after the consultation
of both the members of the outgoing National Office and the old members.
The Shourah can by the majority of 2/3 of its members, notice the
failure of the National President, and as such summon an extraordinary
congress, which would have to approve the opportunity to dismiss or
to maintain him in his duties.
The National Bureau has to submit all proposals susceptible to involve
the future of the association to the approval of the Shourah.The decision
taken by the shourah in this case would be of public order.
PART III: FINANCIAL DISPOSITIONS
CHAPTER I: GENERALITIES
ARTICLE 18:
The budgetary year runs from 1st November to 31 October of the following
year .
ARTICLE 19: The National President assures the execution of the budget.
ARTICLE 20: The budget of CAMSU is annual. It is balanced in income
and expenditure.
CHAPTER II: THE RESOURCES
ARTICLE 21: The resources of CAMSU come from:
q Members' contributions
q Sales of its products (Cards, brochures, journals…)
q Zakat of muslims
q Sadakat
q Gifts
q Legacies.
ARTICLE 22: The funds of CAMSU have to be kept in an account opened
in a banking institution in its unique name. Withdrawal is done under
the triple signature of the President, the Director of Economic and
Financial Affaires and the Treasurer.
CHAPTER III: EXPENDITURES
ARTICLE 23: The expenditures of CAMSU are those that correspond to
the plan of action drawn in congress or in Regional General Assemblies.
ARTICLE 24: The incuring of expenditures is submited to the signature
of the President. However, the President can delagate his power in
matters concerning current expenditures to any member of the National
Offfice or to the Regional Presidents.
ARTICLE 25: The accounting of the CAMSU follows the rules of the
private accounting, in conformity to the Islamic legislations.
CHAPTER IV- THE FINANCIAL CONTROLE
ARTICLE 26:
The Department of Economic and Financial Affaires assures the regularity
of the financial and accounting operations. It executes the special
tasks defined by the internal regulation of the National Bureau.
ARTICLE 27: The reports of the Department of Economic and Financial
Affaires are addressed to the National and Regional offices.
PART IV - THE FINAL DISPOSITIONS
ARTICLE 28: Any violation of the dispositions of this constitution
leads to sanctions provided by the internal regulation.
ARTICLE 29 :In case of dispute in the National Bureau, the Shourah
is the competent organ to rule.
ARTICLE 30: Any association pursuing the same objectives as the CAMSU
can be requested for needs of collaboration or fusion.
CAMSU can adhere to other national or international organisations
aimed at promoting Islam and Social humanitarian works.
The decisions for fusion or adhesion are taken in congress on proposition
of the National Bureau.
ARTICLE 31: The present constitution can be modified at any moment
by the congress on proposition of the National Bureau or 2/3 of the
regional presidents.
The modifications are adopted on the majority of 2/3 of the valid
votes.
ARTICLE 32:
Paragraph 1- The dissolution of CAMSU can only be pronounced by the
congress summoned in an extraordinary session no the initiative of
the President or of at least 3/4 of the members of congress.
The decision is taken on majority of 2/3 of the members present.
Paragraph 2- The extraordinary congress is made up of:
o The whole national office
o Ten members from each regional office
Paragraph 3- The congress cannot rule unless at least 3/4 of its
members are present.
ARTICLE 33: In case of dissolution, the congress decides on the net
assets of the CAMSU, which could only be handed down to an Islamic
association or institution pursuing the same objectives as CAMSU.
ARTICLE 34: The internal regulation annexed to this status fixes
the modalities of its application. Each regional office has only an
internal regulation in conformity to the status, but taking into consideration
the regional specificities.
ARTICLE 35: The present status adopted today by the congress immediately
gets into application.
ARTICLE 36: The National President is the guarantor of the strict
respect of the dispositions of this status.
