In a saucepan, mix together sugar, flour, and cocoa. Mix thoroughly.
Add milk and mix well again.
Cook over moderate heat stirring constantly until mixture boils and thickens.
Remove from heat and add vanilla.
Serve with butter and hot biscuits.
