Mix cocoa with half and half and sugar.
Swirl martini glass rim in the mixture.
Set aside.
Stir in vodka and chocolate liquor in cocktail shaker with ice.
Strain into martini glasses.
Garnish with a Hershey's Kiss skewered on a cocktail pick.
