Preheat oven to 350 degrees.
Mix together brownie mix, eggs, water, and oil.
Grease bottom only of 13 x 9 inch baking pan.
Spread batter into pan.
Bake just set, about 27 - 30 minutes. Cool.
Combine caramels and milk in microwavable bowl.
Microwave until caramels soften (about 1 1/2 min.), stirring after 45 seconds. Stir until smooth.
Quickly drizzle over brownies.
Sprinkle with pecans; press down lightly.
Combine chocolate chips and shortening in small freezer food storage bag and seal.
Submerge bag into boiling water until chips melt.
Cut a tiny hole in corner of bag.
Drizzle melted chocolate evenly over bars.
