  • Appointment of new judges for those with ten years on the bench who did not retire or resign within six months of reaching 70 years of age
  • Limitations on number of judges a president could appoint to six Supreme Court and two on any lower Federal court
  • Lower-level judges to float from district to district
  • Supreme Court to have responsibility of lower court through "proctors"
