Well..... how do I start this one? In one corner we have Mr. Perfect, and in the other... a man who wears polkadots, has a "bionic elbow", and is the "American working man" who skips to the ring! Well, not taking anything away from Dusty's ability! This would have been a weird match, just like the Goldust match (gee... wonder why). One good thing going for Dusty is that he is quick for his size. Perfect could easily under-estimate him and become a little lazy. Not against Dusty. He is very quick, and Perfect should know that. One bad thing about Dusty is that he has limited maneuvers, and he like to do aerial maneuvers... Well... it doesn't help Dusty much to go to the top ropes. Perfect would take the win if Dusty takes risks high=flying style. Another thing is that Perfect can't do as many technical moves as he'd like to. I have probably mentioned this in other What If matches, but Perfect can't do the Plex on Dusty, nor can he do other technical moves. Perfect would just have to keep Dusty grounded, and also use the high flying just a little bit.
