UFFL League 98 Rules

UFFL Rules and Regulations.

The UFFL is to consist of anywhere from 8 to 14 teams.
 Many of these rules will have to be modified depending
 on the number of teams which are involved in the league. 

Definition of Terms

Manager-

A person participating in the league. He is in charge of drafting,transaction of players and turning in a weekly lineup.

Player-

Any person who is a member of a football team during the regular season.

Roster-

A list of Sixteen players which make up a manager's team. The manager decides which players he wishes to have on his roster. It is from this list that the manger picks his weekly lineup.

Lineup-

A list of seven players whose scoring will count for a manager's team.Certain restrictions apply to which players a manager can start.

Commissioner-

Person in charge of the league. There may be more than one commissioner.

League Operations

The league will be run in the following manner: the league will start with a draft to determine manager's rosters. After the draft, each manager will turn into the commissioner a weekly lineup consisting of players from his roster. Each team will go head to head with a different team each week. Standings for all teams in the league will be compiled at the end of each week. At the end of the league's schedule, there will be a playoff to determine the champion of the league. This league will be a carry over league so each manager will be able to protect a certain number of players for the next season.

Starting the League

The Draft

Before the start of the regular season, a draft will be held to determine manager's rosters. A draft order will be determined before the day of the draft by picking numbers out of a hat. The number drawn by a manager will be his position in the draft. On the day of the draft the procedure will be as follows:

The commissioner will call for the first pick of the draft. Any person who is a member of a football team may be drafted by a manager. The person who has the first pick will tell the commissioner who he wishes to have on his team. Once a manger has selected a player, no other manager will be allowed to pick that player. Example: Manager #1 drafts Barry Sanders. No other manager is allowed to have Barry Sanders on his team unless Manager #1 gives up the rights to Barry Sanders. In other words, only one manager is allowed to have a certain player.

2.

Manager's will then draft in numerical order until the end of the first round. At beginning of the second round, the person with the last pick will draft first. The following rounds will follow this procedure. Example: Round 1 will draft 1-12 and Round 2 will draft 12-1. Round 3 will draft 1-12 and Round 4 will draft 12-1 etc.

3.

Each manager will continue to pick players for Sixteen rounds until each manager has drafted Sixteen players for his roster. Managers should try to take no more than five minutes in making a selection. Each manager should have at least one player for the following positions: QB, RB,WR, TE, K, and a Special teams/ Defense. (There have been disputes in the past over which position a certain player should be listed. The managers will agree on a certain position for that player at the draft.)

Rosters

A manager’s roster is the list of players from which he chooses his weekly lineup. Rosters can not exceed Sixteen players. All Sixteen slots do not need to be full, but may never exceed Sixteen players.

Games and Lineups

Each week managers will turn in a list of players that he wishes to start for his team. This list is his lineup. Only the scoring for the players on a lineup will count toward the manger’s team’s total. A manager must start a player that is playing for a football team during that week. Players that are benched can not be started. In cases where a benched player is started in a managers lineup,the commissioner will notify that manager that the player is benched. If he doesn’t make a change in his lineup, the commissioner has the right to changethe lineup. THIS IS THE ONLY INSTANCE IN WHICH THE COMMISSIONER CAN CHANGE A MANAGER’S LINEUP! This rule is added only to insure that all managers get a fair shot at winning. A lineupcan consist of only one of these combinations: 1QB 1RB 3 WR 1 TE 1 K 1Def/Sp.Tm. 1QB 2RB 2 WR 1 TE 1 K 1Def/Sp.Tm. 1QB 3RB 1 WR 1 TE 1 K 1Def/Sp.Tm. 1QB 2RB 1 WR 2 TE 1 K 1Def/Sp.Tm. 1QB 1RB 2 WR 2 TE 1 K 1Def/Sp.Tm. All lineups will be turned into the commissioner by noon on Saturday (in the case of Sunday games) and by Wed 6.00 Pm. Example:A Thanksgiving day game will start at 1:00 PM. All managers must turn in their lineups by 6:00 PM on that Wed. Any manager who does not turn in a lineup by the deadline will be forced to start the previous week's lineup.THERE WILL BE NO EXEMPTIONS TO THIS RULE. This makes things run smoother for both the players and the commissioner. The commissioner will then inform managers of their opponent's lineups. A schedule of games will be given to each manager on the day of the draft so that the manager willknow who his/her opponent will be each week. Each team will go up against another manager's team each week. The team which scores the most points will record a win for the game and the other team will record a loss. A weekly standings update will be provided to each manager. At the end of the season there will be a playoff to determine the league champion. The first place finisher will play the eighth place finisher, the second will play the seventh place finisher, etc. The winners in each playoff game will play the semi-final game and the winner of each semi-final will then play for the league championship. The two losers in the semi-final will also play a consolation game.

Scoring

Scoring in this league will be as follows: 6 points for a rushing or receiving touchdown. 1 point per 10 yards rushing or receiving. 2 points for a rushing or receiving PAT 3 points for a passing touchdown. 1 point per 20 yards passing. 1 point for a passing PAT 1 point for a kicking PAT 3 points for a Field Goal 6 points for a defensive touchdown 6 points for a special teams touchdown(KO or Punt return) 2 points for a safety (by the defense) 2 points for an interception (by the defense) 2 points for a fumble recovery (by the defense) 1 point for a sack (by the defense) In order to get a point for rushing or receiving yards, the player must have reached the ten yards to get a point. Example: Barry Sanders gains 108 yards rushing and 29 yards receiving. He would earn 10 points for his rushing and 2 points for his receiving. Yardage is not added up to determine points. Note: Players who score a touchdown on a kickoff return or a punt return are NOT awarded points but rather the points for that type of touchdown go to the defense/special teams for the team that player plays for. Points will be awarded to players based on box scores. If the commissioner makes a mistake and another manager notices it, please inform the commissioner. There are always going to be instances where scoring will not be clear cut and in those cases the commissioner will obtain a vote from the managers that are not involved in that case.

Example of a Week

In Week 11 Denver is scheduled to play Detroit. Each manager turns the following lineups into the commissioner by noon on Saturday: Harlem Hitmen Michigan Assasins QB-Gus Frerotte QB-Jeff George RB-Eddie George RB-Barry Sanders RB-Corey Dillon RB-Napolean Kaufman WR-Bert Emanuel WR-Joey Galloway WR-Johnny Morton WR-Andre Rison TE-Rickey Dudley TE-Shannon Sharpe K-Richie Cunningham K-Mike Hollis Defense-Special Teams: Atlanta Defense-Special Teams:Washington The commissioner then posts the lineups on the web site. After the final box scores come out, the commissioner totals the points for each player and posts the following results: 8 Harlem Hitmen Michigan Assasins QB-Gus Frerotte 16 QB-Jeff George 30 RB-Eddie George 25 RB-Barry Sanders 7 RB-Corey Dillon 9 RB-Napolean Kaufman 5 WR-Bert Emanuel 5 WR-Joey Galloway 5 WR-Johnny Morton 12 WR-Andre Rison 10 TE-Rickey Dudley 7 TE-Shannon Sharpe 3 K-Richie Cunningham 6 K-Mike Hollis 11 Defense-Special Teams:PittsburghDefense-Special Teams:Carolina 2 0 Total 80 Total 74 Jokers won and NWO lost. The possible standings for that week are: Division 1 Win Loss Tie Pts. Playoffs

At the end of the league’s regular season there will be a playoff to determine the league champion. The Following format will be used: #1 vs. #8, #2 vs. #7, #3 vs. #6, #4 vs. #5. The Semi Final round will have the highest seeded team playing the lowest winning seeded team. The winners of the Semi Final round will go to the League Championship, the losers will play the Consolation Game. The winner of the Championship game is the league champion. Our season will end on Week 16 of the football regular season because most teams that make the playoffs will bench their good players to save them from getting hurt.

Trades

Managers are allowed to trade their players to other managers for either other players or draft choices for next year. If you trade away a draft pick (unless it is a higher round pick for compensation for the earlier round pick), you will be required to pay a fee to insure your entrance in the league next year. In order for a trade to be considered valid, one manager must contact the commissioner notifying him of the trade. The commissioner will then consult the other party to verify that he wishes to make this trade. Once the commissioner has the approval of the second manager, the trade is final. Once a player is traded, he is able to be activated for his new team. There is no penalty assessed to a player that is traded i.e. the manager does not have to wait a week before he is able to start that player. The Commisioner has the right to call a vote on any trade he feels is quesitontable. He will consult all managers for their opinion. The majority opinon will rule. Remember that managers are only allowed fifteen spots on their rosters. That means that if a two for one trade is made the manager receiving two players must drop one player from his roster and that the manager receiving one player is eligible to add a player to his roster. This does not mean that the manager has to add a player to his roster. Any trades that are made for draft picks must also be made for a draft pick. Example: Manager #1 wishes to trade J. Rice to Manager #2 for his first round draft pick and Johnny Morton. In order to make the trade even, he must trade his 12th round pick for the following year to manager #2. Manager #1 receives Johnny Morton and Manager #2’s first round draft pick while Manager #2 receives Jerry Rice and Manager #1’s 12th round draft pick. (In following seasons there will only be eleven rounds. See Carry over section.) Manager #2 will also have to pay a fee (1/2 of the cost of the team) to insure that he will be a member of the league next year. If he is not a member of the league, his team will be sold for half price to a new owner. There will also be a trade deadline near the end of the season. There will be no trades allowed after the ninth week until the end of the final playoff game. This is to prevent any non-playoff team from trading to a playoff team to strengthen the playoff team. The commissioner will provide all managers with a list of transactions on the website so that managers can make transactions with full knowledge of player status.

Free Agents

Any player which is not drafted by manager in the draft is considered a free agent and may be picked up during the season. The period for Free Agent aquisition is from Tuesday at 12:00 am (no phone calls, please email) until Saturday 12:00 pm. THERE WILL BE NO FREE AGENT PICKUPS ON GAME DAYS. Or in case of Thursday games no pickups will be allowed on Fri or Sat. Roster's are locked in once the Thursday night game begins. In order to pick up a free agent, a manager must drop a player from his roster to make room for the free agent. Once a player is picked up, he is no longer considered a free agent. The player that was dropped then becomes a free agent and then can be picked up by another manager. Dropping and adding of players is based on a first come, first served basis. The commissioner must also appoint a person that he must notify if he wishes to drop or add a player (if the commissioner also has a team in the league). Example:Manager #4 watches the games on a Sunday and likes the performance of Jason Dunn. He emails the commissioner on Tuesday morning and tells him to drop Charles Johnson and pick up Jason Dunn. At that point, Charles Johnson is the free agent and Jason Dunn is on Manager #4’s roster. Manager #7 is also watched the same game and wants Jason Dunn. He emails the commissioner to pick up Dunn but finds out that Dunn has been picked up by Manager #4. He likes Charles Johnson and decides to pick him up and drop Michael Haynes. Exemption to the Free Agent Rules: Injured Reserve: If a player is listed as "out" on either NFL.COM or ESPN, the manager who has him may place him on injured reserve. There can only be three injured reserve players on one manager’s roster at a time. The manager of the injured player is able to pick up a free agent but also retains the rights to the injured player. The manager can keep three players on the same spot on his roster until the injured player returns, at which time the manager must decide which player he wishes to keep. One stays on the roster and the other is considered a free agent. At the end of the season all managers must decide on their injured reserve players and whether or not they will stay on the roster or if the free agent will stay on the roster. This is to insure that all managers have only 15 players on their rosters during the off season. There is no limit to the number of transactions that a manager can make during the season. Unlike Trading, there is also no deadline limiting the addition of free agents to the roster (Exception: If two managers are using the free agent system to circumvent the trade deadline, the commissioner has the right to deny any transactions that violate the trade deadline.)

League Carry-over and Drafting

This league will be a carry over league. That means that managers will be able to keep part of their teams for the next season. Any drafts that follow the first season will be shorter based on the number of players each manager keeps. In this league, each manager will be allowed to protect his roster through the off season. He is allowed to make transactions throughout the off season: both trades and free agent acquisitions. The only free agents that cannot be picked up during the off season are rookies who were not on a roster at the end of last season. In other words, a manager cannot pick up the top college draft choice as a free agent. He must wait until the draft to draft that player. Two weeks before the draft, the managers will get together to vote on new rules and to select the players that they wish to protect. Each manager will be allowed to protect four players from his roster. All of the other players that were on his team will go into the drafting pool. The draft will then consist of 11 rounds since each manager will already have four players. The draft order will be determined by the previous year’s final standings and playoff performance. The person with the worst record will that won the Championship will draft last. In the case of matching records, the person with the lowest point total will get to draft higher. In the instance that a manager decides to leave the league, his team will then be given to another manager who will then take over the team and carry on where the old manager left off. Teams will be awarded to new owners on a first come, first served basis. There might be cases in which the league may wish to expand it's membership. If this is the case, there will be an expansion draft. The order of drafting for the expansion draft will be determined by putting numbers in a hat. The draft will then begin with the expansion managers drafting first in the draft followed by the manager whose team was in last place in the league. If no one replaces the old manager, the players from that team will then go into the draft pool. Example of carry over: At the end of the season, Manager #9 finished last in the league. He and all of the other managers keep their rosters in tact. During the off season #9 learns that Sterling Sharpe is going attempt a comeback. He notifies the commissioner and drops a player from his roster and picks up Sterling Sharpe. Managers #10 and #3 are forced to leave the league. Two other managers decide to become part of the league. They must both take a team that is available. All managers then draft until their rosters are complete.

Acquiring Teams

If a person wishes to acquire a team which has been left by a previous manager and disband the team, He will have to honor any draft choices that the team’s previous owner traded.

Quick overview of Duties Duties of the Commissioner(s)

1.

The commissioner(s) will be in charge of the draft. This entails keeping track of the draft order, which players are picked in which round and to which manager the player belongs. The commissioner(s) will furnish each manager with a complete roster list of each team as soon as possible after the draft.

2.

The commissioner(s) are responsible for the lineups that managers turn in each week and should also furnish the managers with their opponents lineups so the managers are able keep track of their opponent's scoring if they so desire. This is now being done on the web site.

3.

It is also the commissioner’s responsibility to tabulate all of the scoring for each lineup that is turned in. Since many of the statistics for the games do not come out in the papers until Wednesday morning, the commissioner will not be required to have the final results until the stats are published.

4.

The commissioner(s) will also be in charge of recording all transactions (drops and additions to rosters as well as any trades that will be made). He will also be responsible for update of transactions on the web site.

5.

In case of any disputes that can not be resolved by a vote of the managers, it will be the commissioner(s) responsibility to reach a final decision. If the commissioner is forced to make a decision, the managers will have to abide by the decision.

6.

The commissioner(s) will also be responsible for all rosters in the off season. He will keep a record of any changes made in the off season and provide changes to the web site to reflect any off-season changes.

Manager's Responsibilities

1.

Turn in a weekly lineup. If a lineup is not turned into the commissioner by the appointed time, the manager will be forced to start his previous week's lineup. There will be no exemptions.

2.

Keep track of player's transactions via the website . If a manager wishes to pick up a player that is already on another manager's roster, he will not be able to.

3.

Maintain a sportsman like attitude about the league. Remember that this is for fun and that managers must try to do what is fair to all of the other managers in the league. It is normal to be competitive, it is not fair to be cut-throat.

4.

Let the commissioner know as soon as possible if there has been any error in the scoring of his players by the commissioner. Everyone makes mistakes, so do not be too hard on the commissioner. He probably just missed a point.

The most important thing about this league is to have fun. The only reason that there are so many rules is that I have had problems in these areas in the past.
