KALAMAZOO (NEWS 3) - The Michigan Department of Consumer and Industry Service has suspended the license of a West Michigan veterinarian for a second time.

Dr. Steven Ginsburg of Crestview Animal Hospital on Gull Road is accused of spaying a male kitten and trying to neuter a female. The procedures are supposed to be in reverse - male cats are neutered while females are spayed.

There is also an investigation into allegations that an animal suffered brain damage after he performed surgery.

Ginsburg was placed on two years of probation and ordered to pay a $5,000 fine.

In 2001, his license was suspended for 30 days after allegations of negligence and substandard care. That suspension also carried a two year suspension and a $2,000 fine.
