This was discovered some time ago through http://www.lowestbids.com/ , and it never panned out. I think there was a time frame that they initially had for launching the FISP, but it came and went, and of course, there is still no FISP!

Stay away from this charade. It is a scam to collect email addresses and distribute them to mailing lists much like ItsNotAOL. Be very wary of any supposedly free ISP that wants your email address up front when they don't even have their free ISP online yet. It's too easy to promise an as yet undelivered ISP while in the meantime collecting people's email addresses. That's how these con artists work.
