This is a photograph taken by Ron Wyatt in 1984 of a column inscribed in archaic Hebrew.  The site is near his proposed crossing of the Red Sea by the Children of Israel.  This is an example of a memorial.3

"A banner is the polelike standard beneath which armies or communities rallied. When lifted up, it called the people together for battle, for meeting, or for instruction."4

The use of the term ensign in the verses cited above reveal a consistent pattern.  The word ensign denotes a sign in conjunction with the blowing of a trumpet in many of the prophecies.  It is used in conjunction with prophecy that has since been fulfilled, such as the gathering of the Jews into one nation in the state of Israel in 1948.  Isaiah 18, verse 3 points to a time in our future associated with judgment and Jerusalem's Mount Zion being once again a place where Jews can honor Yahweh. Presumably Christians will also be able to do so.  The exact time cannot be determined, but Sudanese will have gone through judgment, oppression and be liberated one day.
