Spellbinder
Ira Billings was a school psychologist that worked for Hamilton Hill High School. Billings mad at his job and at the world became Spellbinder. As Spellbinder, Billings uses his advanced knowledge of psychology, technology, and mind control to hypnotize people into doing his bidding. Spellbinder planned to rob of Gotham of all its wealth by using the patients he was supposed to be helping. Even Batman can not escape Spellbinders illusions, and only through his link with Wayne can Batman beat Billings and save Gotham.
