The Ten-code system developed in 1937 and expanded in 1974 has continued to evolve and many of the codes have different meanings to different agencies.
The Association of Public-Safety Communications Officials-International (APCO), is now recommending that plain speech communications is preferred.

The proliferation of different meanings may render them useless in situations where people from different agencies and jurisdictions need to communicate. For that reason their use is expressly forbidden in the Incident Command System as is the use of other codes
