	BACKGROUND Vince Carter earned Rookie of the Year honors following an electrifying debut season in the NBA for the Toronto Raptors, who obtained him in a draft day trade. In only his second season, he ranked fourth in the league in scoring at 25.7 points per game and was the leading vote-getting in fan balloting for the 2000 All-Star Game and the winner of the NBA.com Slam-Dunk Contest. An explosive 6-6 swingman, Carter improved steadily in his three years at North Carolina and earned First Team All-Atlantic Coast Conference and Second Team All-America honors in 1997-98. Carter averaged 7.5 ppg as a freshman and 13.0 rpg as a sophomore before coming into his own as a junior. He averaged 15.6 points and 5.1 rebounds per game and led the ACC with a field goal percentage of .590, including marks of 18.2 ppg, 5.8 rpg and .590 in the NCAA Tournament. He tallied a season-high 24 points (two shy of his career high, set against Wake Forest as a sophomore) in the tournament against UNC-Charlotte and netted 21 points in the national semifinals against Utah, shooting 10-for-16 against the Utes. Carter was selected fifth overall by the Golden State Warriors in the 1998 NBA Draft as an early entry candidate, then immediately traded to the Raptors along with cash for the rights to college teammate Antawn Jamison, the fourth overall selection in the draft. Like another 6-6 North Carolina product named Michael Jordan, Carter blossomed upon hitting the pros, dazzling fans and the media with his acrobatic drives to the basket and dynamic dunks. He was a runaway choice for Rookie of the Year after averaging 18.3 points, 5.7 rebounds, 3.0 assists, 1.54 blocks and 1.10 steals for the Toronto Raptors. He was the only rookie to lead his team in scoring in 1998-99. His second season was even better as he set a franchise record by scoring 2,107 points and averaging 25.7 ppg, fourth-best in the league, earning a place on the All-NBA Third Team. He led the Raptors in scoring, field goal percentage and three-point percentage and was second in assists, third in blocks and steals and fifth in rebounds. He also was a focus of the 2000 All-Star Weekend, leading the fan balloting for starting berths in the All-Star Game and winning the NBA.com Slam Dunk Contest on All-Star Saturday. 1999-2000 SEASON Carter was chosen to the All-NBA Third Team following an outstanding second season in which he ranked fourth in the NBA in scoring at 25.7 points per game and also averaged 5.8 rebounds, 3.9 assists, 1.34 steals and 1.12 blocks in 38.1 minutes per game. He became the first Raptor to start in every game in a full season and ranked 18th in the NBA in minutes played. He shot .465 from the field, .403 from three-point range and .791 from the free throw line, ranking 17th in the NBA in three-point accuracy. He led the Raptors in scoring, field goal percentage and three-point percentage and was second in assists, tied for second in three-pointers (95), third in blocks and steals and fifth in rebounds. He led all NBA players in scoring in December (27.4) and February (29.8) and was second in March (28.6). He scored 20 points in 23 straight games Feb. 5-March 22, an NBA season-high streak and a team record. He led the team in scoring 65 times, with 20 points 62 times, 30 points 25 times and 40 points twice. He posted the highest scoring game of the year in the league with a team-record 51 points against Phoenix on Feb. 27, and tallied 47 points against Milwaukee on Jan. 14. Carter registered his first career triple-double with 31 points, 11 rebounds and a career-high 10 assists against Cleveland on April 10. He grabbed a season-high 13 rebounds at the Lakers on Nov. 21 and blocked a season-high five shots against Charlotte on Nov. 7. He posted a career-high four steals on five occasions. Carter was the leading vote-getter in fall balloting for the 2000 All-Star Game in Oakland, receiving 1,911,973 votes, the second-highest total in league history. The first Raptor to appear in the midwinter classic, he had 12 points and four rebounds. He was the winner of the NBA.com Slam-Dunk Contest on All-Star Saturday. In the three-game playoff sweep at the hands of New York, Carter averaged 19.3 points, 6.3 assists, 6.0 rebounds, 1.33 blocks and 1.00 steals in 39.7 minutes per game and shot .300 from the field, .100 on three-pointers and .871 from the free throw line.
