Not bad, pretty sharp and clear. The original print used is average and is what you expect from the Hong Kong prints of films ten years or older.
Audio
Anyone who watches Martial Law can tell that this is not Samo Hung's real voice. Therefore as usual with most HK films, the film was shot 'wild' with sound added in later. No DD5.1 mixes, just plain old mono. Doesn't make any difference to be honest, and I would even prefer it if the DVD companies made both a DD5.1 and a mono soundtrack available so everyone's happy. Especially me.

The usual trailers, bios etc. Better than nothing I guess.
Overall
It's not a bad film and there are some great individual scenes in the movie. Still it could have been so much better...The DVD is pretty good quality. I guess the fact that Universe didn't bother creating a DD5.1 mix means that they didn't care for the film much either. They should do us all a favour and not bother doing DD5.1 mixes for all the films made in the 1980s/early 1990s.
Anyway if you like the film buy the disc. But if you've never seen the film before - try and rent first so you know what you're getting.
