Basic Information about the Construction Rules
Each Campaign turn has a construction phase. The number of habitable systems controlled by a race determines the build limit for that Race.

Each turn a Race expends it's economic points to build space ships. Using the Standard Fleet Build Chart a race can build a set number of ships. Please note; the numbers listed are the maximum build rate for that race and if the economic points are not available to build all the available types listed in the Standard Fleet Build Chart then those units are lost and may not be carried over to the next turn.
Special Overbuild: Each race has the option of building more ships then listed in the Standard Fleet Build Chart. Any Units built over this limit cost twice the amount of Economics points. Example. The EDF player wants to build two SBB in one turn when his Build Chart only lets him build one. The 1st SBB costs the Standard value (5.3) the additional SBB costs 10.6 points. Only empires with a very rich economy should consider overbuilding units.
Defense Satellites will be explained under the system rules. We use the Basic EDF Battle Sat. As a generic unit for all races.

The numbers such as 1/2 indicate that the build rate alternates one ship of this class one turn then 2 ships the next turn, then one ship again.
Battleships: The Following units may be build under the battleship heading
Borodino SBB- The "standard" built for the EDF. Can be substituted for the following.
Andromida 1 - Only one can be built at a time. An additional Andromida I can be built for every 10 Standard EDF battleships/Battlecarriers in the fleet.
Andromida 2- Only one can be built at a time. An additional Andromida II can be built for every 10 Standard EDF battleships/Battlecarriers in the fleet.
Argo/Yamato- There can only be one ship of this class in existance at any one time. If it is destroyed then a replacement can be built.
Lexington SBCV- Can be built in place of a Standard Battleship. No limits on numbers
Cruisers:
SCG-P- The "standard" build for the Cruiser heading
Hood SBC- Every other cruiser built may be a Hood class SBC.
Destroyers: There is currently only one class of EDF Destroyer.
Frigates: There is Currently only one class of EDF Frigate.
Squadrons:
CTF: The Standard Build for the Squadron Heading.
CTAB: 1 Squadron ( 3 flights) can be built per turn
CTE: 1 Squadron ( 3 flights) can be built per turn
CJ: 1 Squadron can be built every other turn.
Transports: There is currently only one transport class ship.
Defense Satellites: There is only one type of Def-Sat.

Battleships:
Victory SBB- The "Standard" build for the Battleship heading
Medarussa SBB- Only one can be built at a time. An additional Medarussa can be built for every 10 Standard Victory class SBB/ SCG(AM) in the fleet.
Exterminator SCG(AM)- Can replace the Standard build on a 1 to 1 basis. Note: This unit also is restricted under the Special Anti-matter rules. See Below.
Vengeful SACV - Only one can be built at a time. An additional Vengeful can be built for every 5 Standard Hailstrom HSSACV in the fleet.
Hailstorm HSSCV - Can replace the "standard" build on a 1 to 1 basis.
Shadow SSS- Special unit. Four ships of this class can be substituted for "one" Standard unit a turn. . Note: This unit also is restricted under the Special Anti-matter rules. See Below.
Destroyers: There is only one class of Comet Empire Destroyer
Squadrons:
EII- the "standard" build for the squadron heading
SF- 2 Squadrons can be built per turn
SFT- Can be exchanged for the Standard build on a 1 for 1 basis.
HAF- 1 squadron can be built every other turn.
Transports: There is only one class of Comet Empire Transport
Defensive Satellites: The Comet Empire uses the EDF Battle- Sat.

Conqueror SBB- "Standard" build for the Battleship Heading.
Audacious SBB- Can replace the "Standard" build on a 1 to 1 basis.
Revenge SBCV- total of 1 can be built per turn.
Undaunted SCCV- Only one can be built at a time. An additional Undaunted can be built for every 5 Standard Vindictive HSSCV in the fleet.
Vindictive HSSCV- Can replace the "Standard" build on a 1 to 1 basis.
Cruisers:
Spirit of Gamalon FCCII- Only one can be built at a time. An Additional FCCII can be built for every 10 Battleships, regardless of class.
Imperator FCC- Only one can be built at a time. An Additional FCC can be built for every 10 Battleships, regardless of class.
Vindictive HSSCV- Can be built as a Standard Cruiser hull. This is the only ship currently listed in two categories at once.
Mine Warfare Ship: Can be built as a Standard Cruiser Hull.
Destroyer:
Exterminator SDD- The "standard" destroyer hull type.
Eliminator HSCSG- Can replace the "standard" build on a 1 to 1 basis.
Dominator HSSDD- Can replace the "standard" build on a 1 to 1 basis.
Squadrons:
SFA- The "standard" build for the squadron heading
DBS- Can replace standard build on a 1 to 1 basis
ABR- Every other Standard squadron can be converted to a ABR squadron.
Transports:
Hvy Transport HMT- Standard Build.
Defensive Satellites: The Gamalon Empire uses the EDF Battle- Sat.

An Example of Ship Construction:
In an early Game Turn the Comet Empire carries over 15 Econ points from a Previous turn. During the Economics phase the Comet player receives 33 points for his habitable systems. At the start of the Ship construction phase he has a total of 48 points. The comet Player controls 3 habitable systems. Looking at the Comet Empire Fleet construction Chart the Comet player finds his current build allowance.

Note: the Battleship build allowance is 1/2. Last turn the C.E. player only produced one Battleship so this turn his allowance is two. The Comet Player has 48 points and 3 Antimatter points. He purchases the following.

1 SBB Victory Cost. 6
6 SDD Cost. 9
1 EII Sqd. Cost. 1 Defense Fighters for a Conquered system
2 SF Sqd. Cost. 2 Defense Fighters for a Conquered system
2 ACACBI Cost. 1 Assigning one to the SBB and the other to the SCG(AM)
Total. 30 Econ. Points
Remaining points. 18. Note: The Comet player could, if he wishes, carry over these points to the next turn. However for our example we will assume that the comet Player desperately needs more ships this turn. Using the Special Overbuild rules the Comet player could spend his remaining points to purchase ships above the limits set in his Fleet Construction Chart. For his Overbuild the Comet Player builds the following.
1 Hailstorm HSSCV Cost 9 (Overbuild) normal cost is 4.5 however this ship is being Overbuilt and cost double or 9 points.
2 Storm SDD Cost. 6 (Overbuild) normal cost per SDD is 1.5. Overbuilding costs double or ( 3 points per SDD)
This leaves the Comet player with 3 points to carry over to the next turn.
