IBM Test wells not deep enough per DEC

So we have found that the "natural flow of groundwater according to IBM's own studies is to the south and west of the East Fishkill plant site" (PJ 7/7/81) and now we learn that the DEC states "The montoring wells, from which samples are taken, are not deep enough to show the depth of the contamination". "That the contaminants may have already escaped from the site".

I believe the test wells were set at the shallow depths so IBM could test the sugar content of the coffee cups dumped along Lime Kiln Road by it's employees going to work!

The moral is: If you don't want to find a problem cover it with sugar.
