Caveat emptor! Let the Buyer Beware!
It's so nice to know what to expect from our politicians. Most of them, at this time of year, are ready to promise you anything to get your vote. But Pat Manning is different. Mr. Manning, a New York State Licensed Real Estate Broker and our State Legislator, was requested to present a law to the Legislature.
The "Clean Water Act" would require that the water of all businesses & residents test clean for chemical contamination before the property can be sold. No testing of water is required by any agency in New York today! Lending institutions sometimes require a bacteria test for private homes; however this test does not include tests for cancer causing chemicals such as PCE or MTBE that have been found throughout New York State.
Bill Conners, Pat Manning's office boy, informed the media that such a law is not necessary. He stated "Let the buyer beware". Pat's response SILENCE. Shows just how much he really cares for our health issues versus selling houses!
Concerned Residents of East Fishkill - Mission Statement
In the event that you, as our political representatives (Manning, Saland, Kelly, Ideama), have been distracted by "search for the source" let us remind you of the issues around this water contamination.
1) Health Issue
a.Medical evaluation of all residents in the effected area regardless of contamination level.
1.Establish medical contacts associated with current individuals service providers.
2.Establish database of evaluations with results available to individuals.
3.Evaluation must include analysis for Ingestion, Contact, and Breathing.
b.Provide ongoing health screening for all residents and their offspring.
c.Establish a medical contact team to maintain records & provide services.
2) Water Issues
a.Continue to supply drinking water until permanent solution to problem is available.
b.Develop a plan, executed at the federal level, for a clean water system in area.
c.Continue testing of private wells both (affected & non-affected) on a set published schedule.
d.Establish, publish, and activate the procedures for replacing the filters as long as they are required.
3) Source Identification.
a.Authorize the Environmental Protection Agency to act as the “lead agency” in locating the source.
b.Register the effected area as a “super fund” site on the EPA/ NDL list.
c.Activate the Federal Bureau of Investigation to determine if a criminal cover-up exits.
4) Communications.
a.Establish communication channels with the Federal, State, and Local Officials.
b.Establish, publish, and support monthly status reports on the state of the investigation.
c.Publish, on television & the newspapers the state of the investigation.
5) Documentation.
a.Make available the documentation of the air, soil, & water contamination at IBM since 1960.
§ Include data for all IBM 53 super fund & 35 hazardous waste sites throughout the US.
§ Obtain from sources at the other 88 sites, documentation of current conditions.
b.Locate & make available documentation dealing with the water sources in the area.
§ Establish a site (the local library) for storage of these public documents.
§ Locate photos, maps, and studies associated with the area since the WPA/CCC.
c.Locate & make available, documentation from the two environmental engineering firms that investigated the spills for the super fund reporting (LMS & Chazin).
d.Re-establish the reporting of Air, Land, & Water pollution statistics for all industries in the US.
IBM to drain one million gallons per day of water from our aquifer while adding tons of VOC to the air quality.
We are so lucky! Other peoples in the world must worry about quality of life! We have a silicon cleaning solution in our water. This week Pataki, Saland, Kelly, and Manning welcomes IBM to invest $2.5 billion dollars in more contamination. The new facility (Building 323) will drain one million gallons of water from our underground water supply. This is the same water supply that was contaminated by a HUGH PCE "spill" in 1981. But our friends in government have a plan to spending $30+ million to provide IBM with Hudson River Water. As you might expect, they have no plan for disposing of the waste water after IBM pollutes it! It will be pumped directly into Sprout Creek which is the head waters for Fishkill Creek. As we know, Fishkill Creek is the intake to the Fishkill Ridge Aquifer, the largest fresh water source in the world, feeding Fishkill, Beacon, and points south (East, West & North). Another strange thing is the pipe line follows what was going to be Manning's County Route 11! That road in 1990 was only going to cost $15 million. Real Estate values must be up for a water pipe to cost twice as much as a highway. Are we getting the picture yet? And who pays the bill? Not IBM, They don't even pay taxes in this community! Who counts? Most certainly not us!
EPA Cites IBM as "Responsible Party" for 84 US Waste Sites!
We in East Fishkill are not alone in having silicon cleaning solution in our drinking water. The Environmental Protection Agency has identified IBM as the responsible party for 52 "Superfund" sites and 32 Hazardous Waste Sites in the United States. In New York State we have 19 of these "Superfund " sites. A very large portion of these sites were uncovered in the 1980's and all are contaminated with the silicon cleaning solution PCE(tetrachlorethene). This is the same chemical that has been found in our drinking water. The first time it was "uncovered" was in 1981 when a "leak" from an underground feeder pipe contaminated the drinking water at the IBM East Fishkill Facility. IBM was required by the EPA to remediate (pump it clean) the site and insure none of the contaminants seeped offsite. In 1988 more of IBM's PCE showed up in well water on Shenadoah Road. It seems IBM had stopped the recovery process and the PCE, which is a "sinker" found new routes to escape. Until the Superfund budget was chopped by our elected representative Sue Kelly, IBM had recovered tens of thousands of pounds of PCE from the (our) aquifer. The recovery process is no longer being used since the EPA was forced, by lack of funds, to delist all but two of the IBM Superfund sites. This Volatile Organic Chemical, identified by the ASTDR as a cancer causing carcinogen, is linked to Liver and Kidney Cancer. IBM disagrees with the EPA's claim that they are the source of the contamination for the 84 sites. According to EPA published reports more than 100,000 residences in Manassas Virgina, three miles from the IBM facility, were contaminated with the chemical. The public water system in Vestal New York, across the river from the IBM Endicott Superfund site, was itself identified as a Superfund site, due to the extremly high levels of PCE. The list continues: San Jose California, Dayton New Jersey, Kingston New York, Poughkeepsie New York....what community will be next?
