Graham County was created March 10, 1881 with Safford as its seat. In 1883, Solomonville (now called Solomon) became the seat, where it stayed until 1915. That year, the county seat was moved back to Safford, where it remains today. Graham County was the first county in Arizona where the name wasn't of Native American origin. The courthouse was listed on the National Register of Historic Places on May 25, 1982.
