It was bought! The Ayuntamiento de Merida paid someone for the use of the title (this money was used for administrative costs only, they argue). If I thought this award was a little fishy before, now I know that it's a stinker!This recent tidbit came out thanks to the PRI congresswomen and men who are really scraping for something to criticize!
