CONGRESSIONAL BILL: HJ RES 29
Proposing an amendment to the Constitution of the United States to
provide a procedure by which the States may propose constitutional amendments.

Following is a bill, proposed by the conservative radical right, aimed at creating a constitutional amendment to change the manner in which amendments to the United States Constitution can be created. This bill, once made into law, would allow for States that have large local support for the conservative radical right, to introduce constitutional amendments into the system that would literally not go away until they were passed and made into law. This is not at all what the founding fathers and framers had in mind when the Constitution was Ordained and Established in 1787, in fact it is the exact opposite.
This is the first time in recent memory that a bill of this nature has been put forward in Congress by the elements of the conservative radical right. What this bill is, is nothing more than a back door to the Constitution, which the conservative radical right will use to move forward with their continued overthrow of the United States Constitution and the Republican Form of Government.
HJ RES 29, if made into law, would seriously intermingle itself into the affairs of the main body of United States government, thereby negating the constitutional separation of powers that exists between the main body of the United States government, and the several States. This is a serious threat to both the Constitution and to the Republican Form of Government, because one of the things that a Republican Form of Government is dependent on, is the constitutionally mandated separation of powers.
In what other time period has this nation seen such other types of material aimed at destroying the Republic? Answer; In the time period before the start of the American Civil War in 1862. Well guess what, the same nutty radicals that were disloyal to the "real" and "true" Republic and Constitution then, are once again at work to destroy the very soul and heart of the United States Constitution - This is not the old song and dance or the age old excuse of Southerner against Northerner either - What this is factually about folks, is those individuals that believe in the United States Constitution and the Blessings of Liberty as they were Ordained and Established, to the "founders and their posterity," in 1787, and those individuals that are constantly "hostile" to the founding and true intentions of the "republican" rights and principles that make up that Constitution. This "hostile" group of individuals are easy to recognize, as they are constantly making attempts to alter and/or otherwise misconstruct the Constitution to their conservative radical right agenda and way of thinking, rather than following their constitutional duty to "support" the United States Constitution.
The founders of this Nation were very careful when they constructed the Constitution and the Bill of Rights, and the separation of powers they saw as an essential element to having a constitutional and Republican Form of Government. The founders generally saw the Parliamentary form of government as a system that had far less separation of powers.
This piece of legislation is just another piece of a larger plan by the conservative radical right, to consolidate the power and authority of the Executive and Judicial branches of government, under the power and authority of Congress, thereby effectively dissolving the constitutional Republican Form of Government and replacing it with a form of Parliamentary government, similar to those in Europe.
Another part of the plan [which H. J. RES. 29 is a part of], according to the architects of the conservative radical right, is the total "decentralization" of the main branch of United States government and the distribution of those powers to the several States. By decentralizing the main branch of United States government, this will also totally destabilize the United States Constitution, effectively rendering the principles and rights contained in the Constitution ineffective! With the decentralization of the main branch of government complete, and with the bulk of powers shifted from the main branch of government to the several States, this will then allow for the States to each rewrite the laws which pertain to the rules of life, liberties, and operations of government, as those in control and power of those States each see fit.
Decentralizing the main branch of United States government and rendering the Constitution ineffective, as is the plan of the masterminds of the conservative radical right, is in all actuality and fact, an extremely "hostile" action towards both the Blessings of Liberty, and the viability of the United States Constitution and the Republican Form of Government that is formed out of the Constitution.
The conservative radical right continues to state that their goal is not to overthrow the United States Constitution and the government thereof, but rather that their goal is to bring America to God and a path of God given righteousness, in both society and government. Question: If the decentralization of the main branch of the United States government, and the misconstructing of the Constitution to a point where it no longer resembles the Constitution as it was Ordained and Established in 1787, and the destruction of the Blessings of liberty is not "hostile" intent towards the Constitution and the Republican Form of Government that it establishes, then what the hell is "hostile" intent? The conservative radical right can continue to say in cheap words that they don't have any intentions on overthrowing the Constitution and the Republican Form of Government, but the conservative radical right's real actions and publicly posted policies continue to betray what they are doing, as being nothing more or less, than the outright "hostile" overthrow of the United States Constitution, and most all of what is left of the "republican" rights and principles that the Constitution contains!
Article III Section 3 of the United States Constitution was written with the explicit intent, that both the Constitution and the peoples government were to be safely guarded from all threats, whether those threats came from within the government or outside of government. No where in the Constitution is the excuse of error because of a radical conservative and/or religious belief, exempted from being a source of harm to the United States Constitution. No where in the Constitution is it mentioned that members of Congress are exempted from their constitutional duty to follow the explicit directions given to them by the United States Constitution. No where in the Constitution are members of Congress exempted from being charged with Treason and/or Conspiracy to Commit Treason, for their failure to follow the explicit directions given to them by the United States Constitution. No where in the Constitution are members of Congress exempted from their duty to fully support [follow and preserve] and defend the Constitution of the United States of America.
F.A.C.T.S. says NO to the following bill to propose an amendment to the Constitution of the United States. This bill fails to fall within the proper constitutional guidelines necessary to properly support and defend the Constitution, and the Republican Form of Government of the United States of America.

Mr. BLILEY (for himself, Mr. KOLBE, Mr. GOODE, Mr. STUMP, Mr. GILLMOR, Mr.
METCALF, Mr. SHADEGG, and Mr. MANZULLO) introduced the following joint resolution;
which was referred to the Committee on the Judiciary
Proposing an amendment to the Constitution of the United States to provide a procedure by which the States may propose constitutional amendments.
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification: [This bill has a seven year time limit for ratification from date of submission for ratification.]
`Article--
`SECTION 1. Two-thirds of the legislatures of the several States may propose an amendment to the Constitution by enacting identical legislation in each such legislature proposing the amendment . If two-thirds of the legislatures of the several States enact such legislation, the legislature first proposing the amendment shall submit the proposed amendment to the Congress. [Two-thirds of the several States creating identical legislation and proposing an identical constitutional amendment, shall have the first State proposing that amendment, submit it to Congress.]
`SECTION 2. If a proposed amendment is submitted to the Congress under this article and, before the date of the second adjournment of Congress sine die [The word sine die literally means indefinitely] occurring after the proposed amendment is so submitted, two-thirds of each House vote against legislation expressly disapproving the proposed amendment , the proposed amendment shall be deemed to be submitted to the several States for their consideration. [This section states, that should each House of Congress effectively defeat a bill sent to them as a constitutional amendment from the several States, it shall go forward anyway to the several States for their consideration, and therefore potential ratification into law. This would effectively give the legislatures of the several States an almost overwhelming total empowerment with the ability of taking over Congress and the government of the United States. The current Constitution was written in a manner clearly indicating that there should be main and separate branches of government, ie, The main branch of United States Government, and the several States.][The bill is therefore a constitutional violation of the separation of powers.]
`SECTION 3. If, as of the date of the second adjournment of Congress sine die occurring after a proposed amendment is submitted to Congress under this article, the proposed amendment has not been submitted to the several States for their consideration under section 2, and two-thirds of each House have not voted for legislation expressly disapproving the proposed amendment , the proposed amendment shall be deemed to be submitted to the several States for their consideration. [This section prevents Congress from "burying" a proposed amendment submitted to them, by allowing the several States to resurrect the proposed amendment from the Congressional bill graveyard, and send it on to the States themselves for ratification.]
`SECTION 4. A proposed amendment submitted to the several States for their consideration under this article shall be valid as part of the Constitution when ratified by the legislatures of three-fourths of the several States.
`SECTION 5. This article shall not be construed as limiting the power of the States or the Congress under Article V of this Constitution. [The first statement of this section specifically implies that in reference to this article, the power of the several States shall not be limited, and secondly after the several States, that the power of Congress shall not be limited. This section therefore grants an overriding power of authority over Congress in issues relating to how constitutional amendments are made into law. This is a grave danger to the United States Constitution, because the constitutional powers as they are intended by the framers, did not allow for - or intend that the individual States were to have power and authority over the main branch of United States government.
Once again in this Nation, we have a conservative radical right group in Congress, which makes up for less than 28% of the population in the United States, attempting to overthrow the "true" Republic's proper and valid form of Constitution. Talk about the real and true case of the tail wagging the dog - that is exactly what the conservative radical right element in Congress is doing - which by the way, is also a real good example of the cast iron pot calling the cast iron kettle black!]
`SECTION 6. The Congress shall have power to enforce this article by
appropriate legislation.'.
[This is the carte blanche-unlimited power
clause where Congress arbitrarily empowers itself with all the power and
authority that it needs to enforce this proposed article. This type of legislation
always has been, and always will be, manipulative blanket authority law
making designed to move power and control into the hands of the select few,
and out of the hands of the rest of the people. This bill, H. J.
RES. 29, is not at all in keeping with the "republican"
principles necessary to properly support a viable and working Constitution,
which is necessary for the proper maintenance of a Republican Form of Government,
as required by Article Four, Section Four of the Constitution.]
WHAT CAN I DO TO HELP SAVE THE CONSTITUTION
AND THE REPUBLIC?
1.) Contact your elected member of Congress, both in the House and in the
Senate, and let those in Congress know, in no uncertain terms, that you
are a "true" American that supports the "true" Republic,
and that you support the United States Constitution and the Republican Form
of Government, and why aren't they doing the same! Let them know about your
opposition to the current bill in the 1st Session of the 106th Congress,
with the Congressional Bill designation of H. J. RES.
29.
2.) Contact the White House and let them know your opposition to the continuing harmful legislation, and attempted misconstructions of the Constitution and the Republican Form of Government, which the conservative radical right in Congress keeps on imposing on the peace and good order of the Republic.
3.) Help us form a chain of "true republican" citizen alliances, run and made up of Citizen Statesman from every walk of life and that come from one end of this Nation to the other, and from every element of every individual lifestyle, that will unite and work for the common peace and good order of a government that is a "true" Republic for all the people. Help us to remove the conservative radical right element from our political parties, a harmful and negative element that already has taken over the power and control of the Republican Party to use for their own private agenda.
4.) REGISTER TO VOTE AND THEN EXERCISE THAT AMERICAN RIGHT TO VOTE!!! THE TRUE REPUBLIC AND THE CONSTITUTION NEED'S YOUR SUPPORT AND VOTE!!! Help us to get out the Citizen Statesman reform vote for the 2000 Elections, and lets show those in Congress and elsewhere in US Government who the voice of the American people is, and what that voice is all about. Help us vote out, or otherwise remove, those in Congress who continue to harm the Constitution and the Republican Form of Government.
5.) Help us return this Nation to one that has the proper amount of constitutional representation in the House of Representatives, with which to maintain and properly support a Republican Form of Government. In order to maintain a healthy and properly run Republican Form of Government, it is necessary for the Constitution to be strictly followed in regards to how many members are to be in the House of Representatives. In order to have a constitutionally correct number of members in the House, with which to support and preserve the Republican Form of Government, the ratio for membership in the House must be maintained at the constitutionally correct ratio of one member for every 30,000 people. Over the last 150 years, conservative backed Congresses, for the benefit and gain of their own private agendas, have arbitrarily and underhandedly reestablished that ratio at a level today that equals approximately one member in the House for every 700,000 people. Help us return the peoples constitutionally correct representation in the House to one member for every 30,000 people, and help us to rebuild the "true" Republic into an even greater America for all people, and not for just the select few.
6.) Become involved in the affairs of your local communities, and join the fight to help rid our Nation of the plague of crimes that drugs like cocaine and heroin have brought on our society.

8.) Let your elected representative from Congress know about your displeasure with continued "hostile" acts and attempts to misconstruct the United States Constitution, which in many cases amounts to acts of Treason by certain members of Congress. Ask your elected representative why nothing is being done to prevent these "hostile," and therefore traitorous acts against the Constitution and Republican Form of Government of the United States of America, that continue to be made by members of the conservative radical right.
9.) Also let the White House know how you feel about the "hostile" acts and attempts by members of the conservative radical right to misconstruct the Constitution for their own benefit and gain. Ask the White House why there is nothing being done to prevent these "hostile," and treasonous acts against the Constitution and Republican Form of Government of the United States of America, that continue to be made by members of the conservative radical right. Write the Chief Justice of the United States Supreme Court, and let the Judicial branch of government know exactly how you feel about these same issues.
