Importation and HM Customs and Excise
It is perfectly legal to import VCDs into the UK if they are original legal copyright abiding releases. The same rules to VAT and import duty apply as with any other import. Any goods of the value of £18 pounds if ceased will be subject to VAT at 17.5%
Sometimes packages go by even if the goods are over the value of £18 probably as they are overlooked. However if you have ordered large box sets then expect the package to be noticed and a VAT charge imposed. The VAT is calculated from the invoice however some companies do put false values down, it is up to you to ensure it is correct and avoid the wrath of customs!
Any way round the VAT import duty?
You can declare the goods as a gift on ordering and then order goods up to the value of £30 without succumbing to VAT import duty. Although you cannot really give a gift to yourself really?
