  • MOH confirms that a new highly contagious flu virus
  •      has hit Singapore
  •    No known immunity vaccine
  •    Within 6 weeks – 2,000 deaths, 11,000
  •      hospitalizations and 500,000 outpatient cases
  •    Fear, panic and anxiety among Singaporeans, people
  •      afraid to leave their homes

Principal Considerations
  • The grassroots organisations (GROs) are not the primary response agencies. The GROs will act in support of the Lead Agency.


  • Links with external agencies already established during peacetime.

Key Objectives of GROs
  • Provide effective communication channels to disseminate information to the masses to complement the efforts of government authorities.


  • Provide assurance to the public to prevent outbreak of panic among the populace.

Concept of Response
  • Operations Centre will be set up to coordinate and support communications efforts
    • Emergency Operations Centre at PA HQ ( PA EOC)
    • Division Operations Centre at Constituency Level (DOC)
    • RC Operations Centre (RCOC)

  • The response by the GROs & community groups will be carried        out in three phases:


    • Preparedness Phase
      • Before incident


    • Response Phase
      • During Incident


    • Recovery Phase
      • After Incident
