6	Principal Considerations The grassroots organisations (GROs) are not the primary response agencies. The GROs will act in support of the Lead Agency. Links with external agencies already established during peacetime.
7	Key Objectives of GROs Provide effective communication channels to disseminate information to the masses to complement the efforts of government authorities. Provide assurance to the public to prevent outbreak of panic among the populace.
8	Concept of Response Operations Centre will be set up to coordinate and support communications efforts Emergency Operations Centre at PA HQ ( PA EOC) Division Operations Centre at Constituency Level (DOC) RC Operations Centre (RCOC)
