18	LEAD AGENCY & CRISIS MANAGER A Ministry designated as Lead Agency Lead Agency will appoint a Crisis Manager to coordinate efforts CM off-loads most of the responsibilities of the indirect consequence management responsibilities from the IM IM’s focus is on on-site consequence management
