LEAD AGENCY & CRISIS MANAGER
  • A Ministry designated as Lead Agency
  • Lead Agency will appoint a Crisis Manager to coordinate efforts
  • CM off-loads most of the responsibilities of the indirect consequence management responsibilities  from the IM
  • IM’s focus is on on-site consequence management

CRISIS MANAGEMENT GROUPS (CMGs)
  • Chaired by PS of the lead Ministry
  • Various multi-agency CMGs with specific terms of reference to be formed depending on nature of crisis
  • Plan and execute action plans falling under their purview

INTER-MINISTRY OPERATIONS COMMITTEE (IMOC)
  • Chaired by Crisis Manager (CM), who is identified by lead agency
  • Oversee the planning and execution of joint operations after decisions are made at HCEG or HCMC
  • Coordinate operational issues among CMGs
  • Oversee various operations conducted by respective Incident Managers
