Officer Testifies Canine Officer Released Dog That Attacked Suspect Upper Marlboro - A Prince George's County police officer testified a canine officer followed instructions to take his dog off a burglary suspect, but then released the dog a moment later.
Corporal Joseph Diaz testified for the proseuction in the trial of fellow officers Mark Elie and James Partenza on charges of brutalizing the suspect, Hector Millan.
Diaz testified Millan was trying to put his left arm behind his back so another officer could handcuff him, but could not comply because the dog was biting his left arm. Diaz said he told Elie to get the dog off, and Elie did, then released the dog a moment later.
Diaz testified that after the second release, he again told Elie to get the dog off the suspect and Elie did.
Diaz also testified that Elie told him Diaz didn't have to say anything about the incident because others would say he was outside the garage when the encounter occurred.
