Officer in lawsuit investigated, suspended for excessive force

    CHATTANOOGA, Tenn. A Chattanooga police officer at the center of a federal lawsuit has a history of suspensions and internal affairs investigations.

    Officer Jon Watkins is accused of releasing a police dog on a handcuffed man in a lawsuit.

    Watkins has been investigated 16 times by internal affairs and eleven of those alleged he used excessive force. Three of those investigations determined that Watkins violated department policy.

    Records also showed that Watkins was suspended twice: once for insubordination and lying to investigators and once for excessive use of force.

    Plaintiff Kenneth Stone said Watkins released the police dog on him when he was lying on the ground and again when he was handcuffed.
