Police K-9 Retired After Biting Odessa Teen

    An Odessa police dog is retired after a bite incident involving a local teen. K-9 officer Flappy has been cleared officially of all charges in the incident, but officials opted still to retire the dog and return him to Global Training. Funds to replace Flappy are not in the the city`s budget at this time.
