BALTIMORE -- Controversy is brewing over a videotape of police dog training and People for the Ethical Treatment of Animals is accusing city police of abuse.

The video was sent anonymously to PETA, who in turn contacted 11 News. The tape shows a man believed to be a police officer either training a Baltimore City police dog or abusing the dog as the people at PETA told 11 News.

Colleen O'Brien said PETA is now calling on Baltimore City police commissioner Kevin Clark to change what PETA calls the police department's illegal dog-training methods. What's more, they are asking that animal cruelty charges be filed against the officers involved in this incident.

A police department spokesperson made no apologies for the video, saying these techniques are used on rare occasions to help train dogs with extremely strong personalities. The spokesperson also emphasized that this particular dog was not in any way injured during the training.
