EASTON, PA-April 8, 2004 — A man who says he was bitten by an Easton police dog while handcuffed will get $100,000 in a settlement with the city's insurer. Keith Rosenberg of Easton alleged that police used excessive force in the March 1999 encounter.
Rosenberg had allegedly been a passenger in a stolen car. Police say he was apprehended by a police dog during a foot chase. The city is responsible for paying the $25,000 deductible. The settlement includes court costs and fees to Rosenberg's attorney, John Karoly Junior, who recently negotiated a $7.9-million award over a drug suspect's death in a botched police raid in Bethlehem.
Easton Mayor Phil Mitman says Rosenberg's case was not strong, and the settlement was the insurer's call.
Karoly disputes that comment, saying city officials had to sign off on the settlement. Easton last year agreed to pay $75,000 to Liam Williams, who was represented by another attorney in a lawsuit claiming a police dog bit Williams while he was handcuffed.
