PART I - DEFINITIONS

In the following text;

"Lord" refers to:
            Lord Termit of Soubar;
"Royal-Wizard" refers to:
            Zwitterion Quanta of Mystra,
            in his absence Archmage Scarter of Waterdeep;
"Royal-Scribe" refers to:
            Nein War of Silverymoon;
"Authority" refers to:
            the Lord,
            in his absence to the Royal-Wizard;
"Law-Enforcer" refers to:
            any person who is willing to be and is declared so by the Authority;
"Adult-Resident" refers to:
            any person of age 2 or higher and has lived in the Lord's domain
              for at least half of the time in the last two years,
"Young-Resident" refers to:
            any child younger than 2 years who was born in the Lord's domain
              and one of whose parents was an Adult-Resident during the birth,
"Subject" refers to:
            any Adult-Resident, unless declared otherwise by the Authority,
            or any Young-Resident, unless declared otherwise by the Authority,
            or any person who is willing to be and is declared so by the Authority;
"Alien" refers to:
            any non-Subject person trespassing the Lord's domain;
"Outlaw" refers to:
            any person declared so by the Authority,
            or any member of an unlawful organization or group as listed in
              appendix B to this text, unless declared otherwise by the Authority;
"Spokesperson" refers to:
            any non-Outlaw Adult-Resident who is able to assemble more than
              half the Adult-Resident population of a settlement on their free
              will at a location designated by the Authority and demonstrate
              their support for him;
"Banished" refers to:
            any Outlaw declared so by the Authority.

Moreover, within the text male pronouns have been used in a neutral context;
hence no gender difference is meant.

PART II - LAWS OF RIGHTS AND RESPONSIBILITIES

1 - Law of Resident Privacy :
A Law-Enforcer may use any means to enter and search a Resident's residence
or property. However, if nothing unlawful is found, then the Resident has the
right to ask for recuparations. The recuparations will cover all damage done to
the property and to the Resident himself.

2 - Law of Subject Insurance :
All Subjects are insured by the Authority against any damage that they suffer
due to the actions of any other Subject or Law-Enforcer.

3 - Law of Penance :
Authority may exchange a Subject's or an Alien's punishment for a crime from
money to sentence in prison. In such exchanges, for every gold piece of
punishment, one day will be spent in prison. For any punishment of less than
1gp, the prison-sentence will still be 1 full day.

4 - Law of Free Belief :
Any Subject is free to in his religious beliefs and practices, as long as this
does not harm any other Subject, Law-Enforcer or Alien. Any Subject or Alien
who wishes to preach his beliefs, has to register to the Royal-Scribe and get
a permission from the Authority.

5 - Law of Freedom of Thought :
The use of Charm spells or similar powers on any living being within the Lord's
domain is strictly forbidden. This includes but is not limited to spells like
Animal Friendship, Charm Person, Charm Person or Mammal etc. The Authority may
issue a permission for their use by Law-Enforcers only for security purposes.
The spells and powers used on Subjects or Aliens before their entries to the
Lord's domain may be dispelled by the Royal-Wizard without any notice in
advance.

6 - Law of Challenge :
A Subject may challenge the claims of another Subject or Law-Enforcer. In such
disputes it is the Authority's responsibility to get the truth. When the
Authority settles the challenge, all the facilities and equipment used for
settling the dispute will be charged to whichever side is found guilty. Note
that the definition for facilities include the money equivalent of the time
spent by the Authority and his agents during the dispute. If both sides are
found equally responsible, then the charges will be equally distributed to each.

7 - Law of Objection to Law :
The Subjects may object to a given law and ask for an audience with the
Authority to discuss their concerns. Such objections to the law has to be backed
up by at least ten Subjects. In a province with less population than 30, one
third of the total number of Adult-Residents is also considered enough to file
an objection. The Authority may declare a referandum before making a judgement.

8 - Law of Aliens :
Aliens may stay in the Lord's domain as long as they like unless they are
Outlaws or Banished. If they are Outlaws, then they are to report to a
Law-Enforcer within 3 hours of entering the Lord's domain and are to repeat the
report every day they spend within the domain. Moreover, such a stay can not
exceed 3 full days, unless a written extension is issued by the Authority.
Finally, a Banished may not enter the Lord's domain and may be killed on sight
by a Law-Enforcer if encountered within the domain. Non-Outlaw Aliens are
insured by the Authority against any damage they suffer due to the actions of a
Subject or Law-Enforcer.

9 - Law of Cooperation with Law-Enforcers :
All Subjects and Aliens are to report any witnessed crime to Law-Enforcers. The
failure to do so is considered helping the criminal and one-third of the
punishment for the crime will be applied.

10 - Law of Authority :
The Authority may cancel or change a law during war-time or for purposes of
security. The Lord has the final say in matters of dispute and ensures that no
law is abused.

PART III - APPENDICES

Appendix A - Supplementary Laws

 The following laws are to ensure that every Subject learns about his rights and
 responsibilities given by the ten laws inscribed above.

 S1 - Law of Administrative Divisions :
 Every settlement with population more than 30 is required to have at least one
 Spokesperson. Any Subject opposing a Spokesperson candidate must avoid being
 present at the candidate's designated support meeting with the Authority.

 S2- Law of Acquaintance with Law :
 The Royal-Scribe will provide a written copy of all laws to any subject who
 desires one and pays the required fee. The Royal-Scribe will also provide a
 written copy of all the laws to every Spokesperson.
 It is the Spokesperson's obligation to assemble more than half his settlement's
 Adult-Resident population once every year at the Midsummer day and to make
 certain that the law is read aloud and heard clearly by those in attendance.
 The Spokesperson will also be responsible for answering any questions about
 the law from the Subjects.

Appendix B - Unlawful Organizations and Groups

 The following organizations are declared unlawful:
 The Cult of Dragon, The Zhentarim

 In addition, a creature satisying any one of the following criteria will be
 considered an Outlaw: Undead, denizen of the lower outer planes (including
 but not limited to demons and devils)
