e-LEARNING

La aparición de Internet ha revolucionado la educación a distancia en todos los niveles. Aparece el e-learning o educación virtual, como un nuevo modo de aprendizaje, complementario al aula y, en muchas ocasiones, sustituto de la educación presencial.

La UNESCO ha manifestado la necesidad de extender las nuevas tecnologías como herramienta de democratización de la educación. En la Conferencia Mundial de Educación Superior (CMES), se puso de manifiesto la necesidad de implementar las nuevas tecnologías en las universidades. Este fue uno de los temas claves que se discutieron y que están constatados en la Declaración de la CMES (http://www.unesco.org/education/wche/declaration.shtml), en Octubre de 1998, en París.
A su vez, la UNESCO recomienda el e-learning como una herramienta que permite poner el conocimiento al alcance de todo el mundo y en este sentido deben vehicularse las acciones que desarrollan los distintos gobiernos y organismos competentes. La Universidad de las Naciones Unidas (http://www.unu.edu/), con sede en Tokio, ha transformado en los últimos años, la mayor parte de su formación en formado electrónico, pasando a ser una universidad virtual.

Los poderes públicos han adoptado medidas para que las nuevas tecnologías estén al alcance de la sociedad. La Unión Europea ha adoptado un programa para el desarrollo de la educación virtual en los distintos países miembros. Se trata de un impulso de la Comisión Europea para la implantación de las nuevas tecnologías en materia educativa: http://europa.eu.int/comm/education/elearning/
Siguiendo las pautas de la Unión Europea, Francia ha creado una agencia nacional para el desarrollo del e-learning en el país: http://www.elearningagency.com/
El gobierno de los Estados Unidos también ha desarrollado medidas para fomentar la implantación de una educación virtual. Las políticas de e-learning se desarrollan a través de la política tecnológica (http://www.ed.gov/Technology/elearning/ ) y de la política educativa (http://www.e-gov.com/e_learning/).

Existen en el mundo distintas asociaciones que trabajan para la promoción de la educación virtual. Son destacables la Association for the Advancement of Computing in Education, AACE (http://www.aace.org/about.htm ) y el proyecto Edutech (http://www.edutech.ch/edutech/index_e.asp ) de Tecnologías y Educación Superior.

La Educación Superior tiene el reto de adaptarse a esta nueva realidad y sufre un impacto directo en el desarrollo de las nuevas tecnologías. Para muchos, el e-learning ha servido de catalizador para desarrollar una Educación Superior adaptada a las nuevas demandas, idea que defiende el artículo de Walter S. La Universitat Oberta de Catalunya (UOC) es una de las Universidades que con mayor empuje ha desarrollado una apuesta de e-learning en el campo de la Educación Superior: http://www.uoc.edu/
Se trata de una universidad puramente virtual que publica en su web información sobre docencia y recursos digitales. Aconsejamos consultar el apartado de educación, en donde pueden encontrarse artículos y noticias de referencia internacional. (http://www.uoc.edu/web/esp/canals/educacio/educacio.html).
En educación virtual, destacan también el Instituto Tecnológico de Monterey, en México, (http://www.tecdemonterrey.edu.mx/), la Universidad Virtual de Colombia (http://www.uvirtual.cl/), la Universidad Virtual de Quilmes, en Argentina (http://www.cvq.edu.ar/default.htm).

Muchas universidades presenciales han desarrollado una parte de sus enseñanzas con soporte virtual. Es el caso del MIT (http://www.mit.edu/), la Universidad de Alicante (http://www.ua.es/es/univirtual/) o la Universitat Politècnica de Catalunya, a través de su fundación (http://www.fpc.upc.es/).

Además, las universidades a distancia han adoptado Internet como una nueva forma de aprendizaje, es el caso de la Open University en Reino Unido (http://www.open.ac.uk/) o la Universidad Nacional a Distancia, en España (http://www.uned.es/ ).

Existen otros ejemplos de educación virtual en el mundo, como por ejemplo el Elearning de Brasil (http://www.elearningbrasil.com.br/ ), Elearningnet de Malasia ( http://www.el.net.my/), el Elearning Center, en Reino Unido (http://www.e-learningcentre.co.uk/ ) o el Belfast Institute, en Irlanda del Norte ( http://www.belfastinstitute.ac.uk/e-learning/ )

Por otro lado, las consultorías y empresas privadas han implantado rápidamente las nuevas tecnologías de la información y comunicación para la formación y reciclaje de sus trabajadores. Posteriormente, se ha extendido a los servicios que proveen a sus clientes. En la actualidad son muchas las compañías que ofrecen soluciones de e-learning en comunicación, información, educación y reciclaje y en muchas ocasiones entran en competencia directa con las universidades. Son ejemplos a destacar IMB (http://www-3.ibm.com/software/info/education/), Elearningmag (http://www.elearningmag.com/elearning/), Cisco e-learning (http://www.cisco.com/warp/public/10/wwtraining/elearning/) o WebCT (http://www.webct.com/) o Educaweb (http://www.educaonline.es/).
