Presently, I am located in Orange County California while we are evolving development of a protype of the Headrick Solar-Voltaic Dome™ Power Station in the inventor's hometown of Irvine, California. Colonel Richard T. Headrick is one of the many unique American cititzens that have committed much of their life to improving life domestically and around the world. At the age of sixteen in the 1930s he had already earned a commercial pilot's license. A native of southern California, he was one of the first generation child actors in America. When World War II came, he answered the call to protect the world from tyranny. He became a contract airforce pilot and completed ninety-six missions to destroy the transportation avenues of the 3rd Reich in the European front. In 1986, he invented the most efficient solar array in existence, today. His hemidome configuration provides 262.5 kWp on an acre using 21,000 square feet of photovoltaic surface. At that time the Department of Energy indicated it was too expensive to build a prototype in the United States.

With the Million Solar Roofs Program proposed by the Solar Energy Industries Association on April 23rd, and emphatically endorsed by President Clinton and Secretary of Energy Federico Peña on June 27th, we could build two Headrick Solar-Voltaic Dome™ Power Stations in each state to meet the challenge of this important international building-integrated photovoltaics competition. In a letter to President Clinton and Senator Dole after the 1995 State of the Union Speech, we urged them not to make sustainable energy deployment a partisan issue, but a national issue we all cooperate on transforming. The Headrick Solar-Voltaic Dome™ is one of the many technological opportunities of American ingenuity developed to evolve our nation and the world from a doomsday direction for energy deployment to a Domes Day Success as we progress into the new millennium.

The United States Electricity Consumption graphs on page 42 in the 1995 Energy Report entitled: Sustainable Energy Strategy - Clean and Secure Energy For A Competitive Economy indicates that fossil (68.2% in 1994), nuclear (22% in 1994), and hydro (9.4% in 1994) made up 99.5% of United States electricity consumption grid in 1972. The 'other' category including all renewable and sustainable energy was 0.5%.

The shocking and mysterious fact revealed in the figures of the graphs is that the other category only increased 0.1% in twenty years to 0.6% in 1994 -this is the other electricity consumption category including all renewable and sustainable electricity. Coal production nearly doubled in the same twenty years from 8.8 of 20.4 Quads to 16.9 of 30.9 Quads. This is unbelievable considering all the information we have been bombarded with about sustainable and renewable energy technology. Another twenty years of delay will be twenty too many. With the affordable price of BI-PV, today, and the ease with which it integrates into the construction industry as grid-connected or remote-site energy, it is inconceivable for any responsible nation claiming to be a world leader to have any energy resource but mainstream deployment of BI-PV as a 'top-of-the-agenda' priority. Every consumer must be given full access to the many BI-PV products available, today. Consumers may then make the choice as to whether it is too expensive to change the trend of inaction of the past twenty years.

The consumer may choose to bring the research and development efforts out of the science laboratory and into the consumer marketplace, today. Join the BI-PV industry as a consumer, an educator, a manufacturer, a designer, a sales expert, an installer, an engineer, a BI-PV architect or as a technology scientist. When someone owns a million dollar house, it seems impratical that there are few places they can go to see the variety of BI-PV products available, today. Together, we will evolve the tremendous opportunities in responsible energy deployment here within the United States and around the world.

The National Renewable Energy Laboratory (NREL) predicts 1000 MWp of photovoltaic energy will be produced in the United States by the year 2000. A system of strategic PV deployment will be necessary to achieve this goal. The 100 Headrick Solar-Voltaic Dome Power Stations By 2000 Program created by the Solar Development Cooperative for mainstream deployment of the most efficient mid-size photovoltaic array in existence, today, calls for 6.3 million square feet of BI-PV surface world-wide. This will provide many new jobs in cutting edge technology and produce 75MWp of sustainable energy potential world-wide. 26MWp of this will be in the United States and contribute toward the proposed 1000 MWp by 2000 goal of the National Renewable Energy Laboratory.
