     I had to go investigate this myself, and this is a very good question. The only thing I can think of is that it is for handicap fakers (you know, the ones who look helpless around everyone just so that they can get a front seat on amusement park rides and excellent parking benefits, but they do the jitterbug in their living room with the shades down and run up and down psychology building stairs carrying their wheelchair when they are late to class).  Just a thought.

     I think the answer to this question lies in the fact that it is the Psychology building that we are talking about.  Psychology is all about the mind and therefore the Psychology building was designed to mess with your mind.  Another example of how it messes with your mind is that, when entering from the main entrance, you are between the 1st and 2nd floor.  You have to actually go down some stairs to get to the 1st floor from the main entrance....WEIRD!!!   There are a lot of strange things in the Psychology building.  If you want, email me and I will be glad to take you on a personal tour of the building and show you some of the mind-boggling things I've discovered in the building because of my wanderings throughout it...Like the narrowest and weirdest shaped hallway you could walk through to get to a door.  WOW!!!

     I just read your question again, and thought about it a little more.  The second set of stairs consists of onlyh three stairs which technically isn't a "flight," and it is do-able in a wheel chair, but definitely not sanctioned by the Occupational Safety and Health Standards Board.
