1. Administrative Items
A. Review and approval of outstanding minutesThe meeting in February was cancelled.
A. Electric BusHelen Reineke-Wilt provided information prior to the meeting regarding the Electek Bus. The last two buses were scheduled to arrive in early March and two others were to be returned to the vendor in Chattanooga for new battery packs. Status as of the March meeting was unclear.
B. Development ProjectsThere are no new development projects discussed at the meeting.
C. Transportation Task ForceHelen provided information prior to the meeting regarding speeding on West Marshall Street. City Staff, including Public Works and the City Manager met with some residents to go over some potential traffic calming measures such as a chicane (narrows the width of the street and forces drivers to slow down and pay attention in order continue safely). Staff will be working with a consultant regarding early conceptual designs.
D. CACT Annual Report
Rob suggested the CACT prepare and present an annual report to Council detailing activities from the previous year. Rob said he would develop and circulate a draft prior to submittal. This was completed prior to the April meeting.
E. Northern Virginia Transportation ReferendumLocal legislators are proposing a 1cent sales tax hike to pay for transportation improvements in northern Virginia – particularly in Loudoun, Fairfax and Prince William Counties. This also calls for an additional regional transportation authority to manage the funds and improvements. The sales hike was to be decided by voter referendum, however, the legislators who originally proposed it have rescinded their idea. Governor Gilmore has since signed a bill creating a 16- member Northern Virginia Transportation Authority to oversee planning for major projects such as the Dulles corridor improvements. This is an issue the CACT needs to watch closely.
F. Pedestrian/Walkability PlanAttendees discussed the on-going development of a Pedestrian/Walkability Plan for the City. During this phase of the project, CACT members are canvassing assigned Wards noting where non-motorized transportation is hampered by inadequate or unsafe elements are located (e.g., blocked/no sidewalks, utility poles, signage, traffic lights). At the meeting it was decided that members would scan their Wards for overall condition of walkability elements or pedestrian accommodations and note places for improvement and report back at the April meeting.
