Re: Virginia Municipal League's (VML) 2002 Legislative Program


The Thank you for your letter of November 13, 2001 requesting comments on the Virginia Municipal League's (VML) 2002 Legislative Program.  The CACT wishes to provide the following for the Legislative Committee regarding the VML's 2002 Transportation Policy Statement:

It should be noted that most of the positions outlined by VML are beneficial for Falls Church.  However, while we are pleased that there is a subsection that deals specifically with "traffic calming", we feel the VML should be more engaged in helping established communities like Falls Church secure funding from the Virginia Department of Transportation (VDOT) to conduct traffic calming, pedestrian and municipality-wide comprehensive transportation planning.  As currently written, the policy statement is limited to VML's support of "enhanced recognition by VDOT of congestion and safety in defining, planning and constructing transportation projects."  Although enhanced recognition is a logical first step, we feel VDOT must make better efforts to actually ensure such planning can be accomplished.  To do this, VDOT should specifically fully fund such studies for municipalities in its six-year Capital Improvement Program.  As you know, in recent years the City has been hobbled in its attempts to conduct such studies due to their prohibitively high costs, as cited by VDOT.

Additionally, attached is a letter sent to the Virginia Division of Legislative Affairs on behalf of the CACT.  The letter addresses our concerns with the proposed Northern Virginia Regional Transportation Authority.  The CACT does not believe the establishment of such an authority would be in the best interests of Falls Church or the region.  VML's position on this matter is not immediately clear from the 2002 Policy Statement.
