DISCIPLINARY ACTION
All social systems employ rules and regulations to govern the behavior of its members. In Filamer, rules and regulations governing the conduct and discipline of students are found in this Handbook and in the various notices and memoranda issued by the School Administration through the Office of the Student Affairs.
The Dean of Student Affairs (DSA) supervises students' behavior and investigates reported cases of misbehavior, ascertain all facts and recommends appropriate sanction of minor infractions of the rules of conduct. During the investigation, due process is done to ensure justice.
If the case can be treated as an ordinary disciplinary matter, the Dean of Student Affairs shall summarily impose the following penalties:
1.1 Warning.
1.2 Reprimand/Written Censure. In all cases, an erring student signs a promissory note after acknowledging to have committed an offense against Filamer Christian College by violating its rules and regulations stating thereof the violations he/she has violated and that repetition/commission of any related or unrelated offense, minor or otherwise, the school authorities may take appropriate action for his/her separation from the College as his/her enrolment shall also be placed on probationary status.
The Discipline Committee
For more serious infractions of the rules of conduct, the DSA refers the case to the Discipline Committee of the College for appropriate action. The Committee is composed of a Chairman and at least four (4) members. he DSA chairs the Discipline committee.
Members of the Discipline Committee:
- The Dean/principal/Unit head where the erring student belongs.
- The FCCSR President or his/her representative
- The Chief Security officer - (Ex-Officio)
- The Guidance Counselor - (Ex-Officio)
TYPES OF VIOLATIONS AND SANCTIONS
At Filamer Christian College, student violations are classified into three:
- MAJOR VIOLATIONS OR OFFENSES - These are acts that cause serious damage to a student's honor and dignity as a person as well as to the property, name and honor of the College.
- MINOR VIOLATIONS OR OFFENSES - These are acts that cause considerable damage to one's honor and dignity as a person and to a property or the honor of the College.
- SLIGHT VIOLATIONS FOR OFFENSES - These are acts that a student must avoid to enable the College to maintain peace and order, cleanliness and the desired Christian Atmosphere inside the campus.
All observe cases of violations are immediately and directly reported by security officers and other members of the FCC community to the Student affairs office.
RULES AND REGULATIONS
The following are prohibited at Filamer Christian College and violations of them will be subject to school's disciplinary action.
- Major Violations or Offenses:
(Administrative action by expulsion, dropping or suspension)
- Coming to school drunk and under the influence of liquor or any harmful and prohibited drugs.
- Vandalism - destroying or defacing any College property.
- Bring into and/or drinking within the campus of intoxicating drinks and other harmful and outlawed drugs.
- Hazing that is injurious to health.
- Threatening, assaulting students, faculty members, employees or school authorities.
- Cheating during examinations.
- Tampering and forging school records, documents, forms, and other credentials.
- Carrying around of deadly weapons such as bladed weapons and guns.
- Provoking a violent confrontation, rumble, melee and the like within and outside the campus.
- Producing and /or distributing written, printed or mimeographed materials containing language that is defamatory, slanderous, libelous.
- Smoking inside the campus.
- Violence, armed or any other kind.
- Violating rules governing use of school facilities.
- Using incident language and conducting oneself lewdly.
- Insubordination to proper school authority.
- Defaming student, faculty members or any school authority.
- Violation of any penal status, rules and regulations of any valid order of component college authority.
- Any other conduct which threatens the health, endangers life or safety of any person inside the College premises or which adversely affects the student's acceptability in the school campus.
- All other acts against persons, properties, specified in the laws of the Philippines.
- Minor Violations or Offenses.
(Administrative or offence action by suspension, restitution)
- Gambling or betting in any form.
- Disturbing classes and administrative function or indirectly by voice or presence.
- Insulting abusively any student notices, announcement etc. posted on bulletin board or displayed as streamer.
- Tampering official notices, announcements etc. posted on bulletin board or displayed as streamer.
- Posting/Displaying materials of information without prior approval from the proper school authority.
- Participating in any violent trouble within the campus.
- Slight Violation or Offenses
(Administrative action by admonition, censure and/or reconciliation)
- Violation of traffic rules.
- Coming to school without proper identification cards and/or using tampered I.D.
- Using indecent language, and conducting oneself lewdly.
- Being found in possession of obscene immoral and pornographic materials.
- Improper wearing of jewelry, clothes and haircuts (earrings for boys and double earrings for girls are discouraged).
- Insubordination to proper school authorities.
- Sporting colored and/or long hair (for males).
- Talking and texting while attending classes.
- Specific Offenses
- The following are specific offenses that if committed within the campus, may justify the imposition of serious penalties:
- Attempting to bride the dean, or any faculty member.
- Cursing and/or slapping a female student assistant in the library or school canteens.
- Disrupting classes and barricading the school entrance.
- Assaulting a teacher.
- Beating up another student.
- Assaulting the basketball players, students and officials another school.
- Fighting with another student.
- Selling examination papers.
- Plagiarism.
- Falsely accusing another student.
- Lying at the hearing of charges against himself/herself.
- Refusing to identify the students who violated a school regulation when he/she knew the students.
- Delivery of an offensively lewd and indecent speech which contains sexual metaphors.
The following misdemeanors are also subject to school discipline although they were committed outside the campus.
- Assaulting a teacher.
- Possession of prohibited drugs.
- Seriously assaulting another person.
- Hazing.
- Sexual misconduct.
- Being drunk and disorder in the street in violation of an ordinance.
- Unauthorized use of the name of a teacher as a co-author of an article to ensure its publication.
