-Players who are 23 or younger. Once they have signed a contract once, i.e. played for a club, this club has exclusive negotiation rights to this player. Thus no other club can sign him.
-Players ranging from 24 to 30 in age, who have played for a club, and who's contracts have run out. These are called RESTRICTED free agents. Any team has the right to make an offer to a Restricted free agent, but if he signs with a new team, this team has to compensate the old team based on the NEW SALARY! For a table regarding compensation, look below. For a team to retain the group II status of their players, they have to offer them at least a 10% raise, or the player will become a Group III free agent (see below). This offer might or might not be accepted, but the offer has to be made.
-Players ranging from 24 to 30 who have NOT received a qualifying offer of at least 110% of their previous salary. These players are unrestricted, i.e. can be bid upon by a team, and sign on without compensation to his old team.
-Players aged 31 or older. These players are unrestricted, and can sign with any team for the best offer he gets. The player's previous team won't get any compensation.

-In the case of both restricted and unrestricted free agents, the original team may elect to pre-sign the player and avoid the free agent process. The way this will be done is you make an offer to the player agent,. then the agent will look at the offer and at the teams record and the skill level of the players in the team, depending on how the team is doing and on the players age he will either agree to the offer or disagree. It will be harder to sign players who will become unrestricted since they will probably want to test free agency.The agent decides if the player will or will not sign, he will make counter offers or flat out reject an offer and say the player wants more money longer contract and so on.
