If Kofi would excuse me... he didn't say [in this entire article] one normal "word" besides plain copycatting/blingly/agreeing to: "WHATEVER Palestinians" WOULD Say...if they say "jump", Jump!
I don't see one clear "position" even as a "make believe" attempt.

Annan criticizes Bush on Mideast policy shifts
UNITED NATIONS, April 14 (Reuters) - U.N. Secretary-General Kofi Annan criticized U.S. President George W. Bush on Wednesday for ignoring the Palestinians' wishes in implicitly recognizing Israel's claim to some West Bank settlements.
KOFI HAS BEEN IGNORING THE PALIS FOR DECADES...NOW HE HAS NO BUSINESS PUTTING HIS NOSE INTO IT....AT LEAST SOME POSITIVE STEPS ARE BEING TAKEN WHICH IS MORE THAN THE U.N. HAS DONE FOR YEARS.  KOFY CAN MYOB...AND LUMP IT. 
A U.N. spokesman said that the U.S. policy shift appeared to circumvent negotiations between Israelis and Palestinians necessary for any final peace settlement.WELL, THERE ARE NO PALIS WANTING TO NEGOTIATE ANYTHING, SO SOMEONE HAS TO MAKE A DECISION...THEY HAD PLENTY OF TIME TO DECIDE AND THEY REFUSED A COUNTRY AFTER OSLO, SO; THEY CAN LUMP IT, ALONG WITH KOFI.
The secretary-general reiterated his position that unresolved details of a final Middle East peace deal "should be determined in negotiations between the parties, based on relevant Security Council resolutions," said spokesman Stephane Dujarric.THERE ARE ON RELEVANT RESOLUTIONS...
